The seasonally adjusted Live Register increased by 10.3% to 181,900 over the month to March 2022

The unadjusted Live Register total for March 2022 was 178,996 persons; this consisted of 99,163 males (55.4%) and 79,833 females (44.6%). Of those on the Live Register for March 2022, 17,413 or 9.7%, are under 25 years of age, while 161,583 or 90.3%, are 25 years of age and over. See Tables 1a, 1b and 1c.

On an adjusted basis, the number of male and female claimants on the Live Register were 98,700 and 83,200 representing 54.3% and 45.7% of the seasonally adjusted Live Register total respectively. See Table 2a.

The Pandemic Unemployment Payment (PUP) scheme has ended, final payments issued were in respect of the week ending Friday 25 March. All PUP recipients have either transferred to a Jobseeker’s scheme or had their PUP claim closed, either because they did not apply for a jobseeker’s payment or they do not have an entitlement e.g. they are in receipt of another scheme payment or are pending a decision on their jobseeker claim. The PUP detail, previously published in Table A2 of the Live Register release and PxStat series LRM20, is no longer available from March 2022. The monthly PUP scheme time series was published for the reference months March 2020 until February 2022.

The Employment Wage Subsidy Scheme (EWSS) replaced the Temporary Wage Subsidy Scheme (TWSS) from 01 September 2020. There were a small number of EWSS claims in July and August 2020 in respect of newly hired or seasonally hired employees who were ineligible for the TWSS.

A total of 465,634 persons were on the Live Register or were benefitting from the PUP or EWSS in February 2022 which is down from 939,789 a year earlier. See Table A2 and PxStat LRM20.

While the PUP and the Live Register are weekly schemes, the availability of EWSS data depends on an employee’s pay frequency which could be weekly, fortnightly, every four weeks or monthly. Because of these differing pay frequencies, and the time it takes for employers to lodge payslip data with the Revenue Commissioners before it is made available to the CSO for dissemination purposes, there is a lag on the availability of the EWSS estimates in the same way there was for the TWSS estimates.

The EWSS estimates are based on a person being directly supported by the EWSS scheme, i.e. their employer is in receipt of an EWSS subsidy in respect of that employee. Monthly estimates of the number of persons being directly supported by the EWSS are included in Table A2 below and in LRM20 on PxStat. While these tables contain March 2022 estimates of the number of persons on the Live Register, the EWSS estimates are only available up to February 2022.  Please also see the COVID-19 Income Supports - An Analysis of Recipients Frontier publication that was published by the CSO on 20 May 2021.

Users should note that the EWSS estimates will be subject to revision as the CSO receive more up to date data relating to the scheme, with more recent months possibly subject to larger revisions. It should also be noted that, because age and/or sex is unknown for some recipients of the EWSS, the sum for those aged under 25 years and those aged 25 years and over, for example, may not equal the value for all ages as that total will include those whose age is unknown.

Table A2 below also includes monthly estimates of the total number of persons on the Live Register, or who are being supported by the PUP, TWSS or EWSS (Estimated Number of Persons on the LR or benefitting from PUP, TWSS or EWSS). Table LRM20 in PxStat published today, includes both that "Total" and one that excludes those on Live Register (Estimated Number of Persons benefitting from PUP, TWSS or EWSS) for the period of March 2020 through to February 2022. Both of these “Totals” remove any overlap or duplication within the relevant schemes for each month as they count each person only once even if they appear on more than one scheme in the reference month.

In February 2022, 258,952 persons are currently estimated to have been directly supported by the EWSS. For those whose age or sex was known there were more persons aged 25 years and over (192,692) than under 25 years (63,739), with those age groups representing 75.1% and 24.9% respectively, and there were 120,073 males (46.8%) and 136,379 females (53.2%).

Table LRM20 on PxStat includes EWSS estimates for the period July 2020 through to February 2022. The numbers being directly supported by the EWSS for July 2020 (21,525) and August 2020 (31,682) are much lower than the subsequent months as the TWSS was still operational and EWSS claims were only approved for new hires and seasonal staff who were ineligible for the TWSS. The highest number of EWSS recipients occurred in January 2021 when it stood at 363,180.

As outlined above, Table A2 includes the Estimated Number of Persons on the LR or benefitting from PUP, TWSS or EWSS [Total (Excluding overlaps)] and this total is estimated to have stood at 465,634 in February 2022. For those whose age was known there were 81.6% persons aged 25 years and over (378,009) and 18.4% aged under 25 years (85,104) being supported by all these schemes in February 2022. For those whose sex was known there were more males (51.1% or 236,640) than females (48.9% or 226,494) being supported by the schemes.

Table LRM20 on PxStat also includes the total for all schemes for the period March 2020 through to February 2022. The 465,634 supported by all schemes in February 2022 is the current low point of the series and was down from 939,789 a year earlier. The total for January 2022 (501,194) is the next lowest point of the series. The current high point of the series was reached in April 2020 (1,179,448). The first Payment of the PUP referred to the week ending on 22 March 2020, while the TWSS was first paid on 24 March 2020, but could relate to earlier payslips. 

The total that excludes the Live Register (Estimated Number of Persons benefitting from PUP, TWSS or EWSS) is also included in LRM20 for the period March 2020 through to February 2022. Similar patterns were observed for the total including the Live Register as described above. Again, the number of those being supported by these schemes was lowest for February 2022 (312,088) followed by January 2022 (346,623) and highest for April 2020 (1,012,274). In February 2022, those aged under 25 years represented 22.3% while those aged 25 years or more represented 77.7% of the Estimated Number of Persons benefiting from PUP, TWSS or EWSS (for those whose age is known). In February 2022, males represented 48.9% and females represented 51.1% of the total number of persons benefitting from the COVID-19 income support schemes (for those whose sex is known).

A review of non-recipient Live Register claims is ongoing at the DSP relating primarily to cases where a person who was in receipt of the PUP had closed their PUP claim and reported a return to employment. This may impact the Live Register totals, as some of these non-recipient jobseeker claims were included on the Live Register, but their jobseeker claims were not automatically closed at that time. Please see the Technical Note published by the CSO alongside the Live Register release for August 2020 for more information including an analysis of Live Register components based on their recipient status. A table providing a breakdown of Live Register claimants by recipient and non-recipient status is available in Annex Table A3 at the end of this Live Register release today, while the corresponding series from January 2012 onwards is also available on PxStat.

Under the Economic Recovery Plan, some previous recipients of PUP have been transitioning to a jobseeker’s payment and are now appearing on the Live Register. The duration of Live Register claims is currently based on the length of time from the jobseeker's (JA/JB) claim commencement date to the last week of the reference month and is presented in Table 6 of this release and in Tables LRM11 and LRM18 on PxStat. The CSO are working with the DSP to determine whether the duration for persons who transitioned directly from PUP to the Live Register should continue to be classified on this basis or if it should be changed to reflect the length of time since the commencement date of their last PUP claim. Using the current methodology there are 110,284 persons (61.6%) with a claim duration of less than one year (short-term) and 68,712 persons (38.4%) with a claim duration of one year or more (long-term). Taking the duration time on PUP into account sees the proportion of short-term recipients drop to 47.9% and the proportion of long-term recipients increase to 52.1%. Any changes the CSO may make to the methodology for the calculation of duration in the future will be clearly outlined to users in the statistical release and accompanying material.

The Live Register for March 2022 has been compiled in the traditional way and the usual tables are included below. The CSO will continue to evaluate the available income support schemes and the results of the recipient and non-recipient analysis of the Live Register to determine whether any changes are required to the methodology for the Live Register to improve the usability of the series. In the meantime, caution needs to be exercised when assessing monthly changes. Any changes the CSO may make to the Live Register methodology in the future will be clearly outlined to users in the Live Register release and accompanying material. 

The Live Register is not designed to measure unemployment.  It includes part-time workers (those who work up to three days a week), seasonal and casual workers entitled to Jobseeker’s Benefit (JB) or Jobseeker’s Allowance (JA).  Unemployment is measured by the Labour Force Survey.

The Monthly Unemployment Rate (seasonally adjusted) is published in the Monthly Unemployment Release.

Annex - Activation Programmes

Data up to the end of February 2022 on the number of persons availing of a range of programmes targeted primarily at the long-term unemployed (over 12 months) and other welfare recipients is provided in the Annex Table A1 – Number of persons availing of Activation Programmes table.

There were 39,208 persons availing of these programmes in February 2022, which is a decrease of 299 persons (0.8%) from the previous year, when there were 39,507 persons in activation programmes. 

Persons on activation programmes are not counted as part of the monthly Live Register.

Background Notes

Source and scope of the Live Register

The Live Register is compiled from returns made for each local office to the Central Statistics Office (CSO) by the Department of Social Protection (DSP).  It comprises of persons under 65 years of age in the following classes:

  • All Claimants for Jobseeker’s Benefit (JB) excluding systematic short-time workers
  • Applicants for Jobseeker’s Allowance (JA) excluding smallholders/farm assists and other self-employed persons
  • Other registrants including applicants for credited Social Welfare contributions but excluding those directly involved in an industrial dispute.

The Live Register excludes those claimants on Jobseeker schemes who are 65 years of age and over. There was no change to this exclusion criterion with the removal of the State Pension (Transition) Scheme from 01 January 2014. Persons aged 65 years can remain on a Jobseeker scheme up to their next birthday but are not included in the Live Register.

Prior to January 2017, the DSP provided tabulated claimant counts directly to the CSO to facilitate production of the Live Register. These claimant counts were grouped by age, gender, occupation, nationality, duration, region, county and local welfare office. Data provided in this fashion is available from 1967 to December 2016.

Beginning with January 2017, the Live Register has been produced using claimant microdata from the DSP Integrated Short Term Scheme (ISTS) database. Claimants are determined to be on the Live Register if they fulfil the Live Register criteria and such persons are summarised and cross-tabulated to produce the counts published in the Live Register release.

As claimant count microdata was retrospectively available to January 2012, previously published Live Register data for this period were revised with data produced from the claimant microdata. These revisions were generally minor in nature and are included in this release as well as all relevant PxStat tables.

Source and scope of the Pandemic Unemployment Payment

The Pandemic Unemployment Payment (PUP) scheme has ended, final payments issued were in respect of the week ending Friday 25th March.

The Pandemic Unemployment Payment (PUP) was a scheme set up by the Government in response to the loss of income for those whose employment had been affected due to the COVID-19 pandemic in Ireland. It was compiled from returns made to the CSO by the DSP. Payments under the scheme commenced on the week ending 22 March 2020 and were reported as part of the Live Register release while the scheme was in place. The PUP was initially closed to new applicants from 8 July 2021. Under the Economic Recovery Plan, there was a gradual reduction in rates from 7 September 2021, while the process of possible transition of PUP recipients to a jobseeker’s payment began on 26 October 2021.

The scheme reopened for individuals, including the self-employed, who lost their employment between 07 December 2021 and 22 January 2022 following the introduction of COVID-19 related public health restrictions.

Source and scope of the Temporary Wage Subsidy Scheme

The Temporary Wage Subsidy Scheme (TWSS) is another scheme set up by the Government in response to the loss of income for those whose employment had been affected due to the COVID-19 pandemic in Ireland. The Revenue Commissioners operated the TWSS from 26 March 2020 to 31 August 2020. It was compiled from returns made to the CSO by the Revenue Commissioners. Refunds were issued to employers registered under the scheme, who in turn paid their employees. The figures in this release reflect the number of persons receiving a payment under the scheme based on the pay date of the employee and were reported on a weekly as well as a monthly basis. Refunds under the scheme commenced on the week ending 28 March 2020, but might have referred to earlier pay dates. Please see PxStat.

Source and scope of the Employment Wage Subsidy Scheme

The TWSS was replaced by the Employment Wage Subsidy Scheme (EWSS) from 01 September 2020. It is currently expected to continue until 30 April 2022. It is compiled from returns made to the CSO by the Revenue Commissioners.

The EWSS is an economy-wide enterprise support that focuses primarily on business eligibility. The scheme provides a flat-rate subsidy to qualifying employers based on the numbers of eligible employees on the employer’s payroll and gross pay to employees.

The Live Register and COVID-19 Income Supports

The CSO has worked to identify the detail available from the different sources and how the different schemes should be classified for statistical purposes. There is some overlap between those who meet the criteria to be included on the Live Register and those who are, or were, benefitting from the COVID-19 income support schemes. These overlaps occur due to the different frequency of the payments, and the fact that some persons who are included on the Live Register may not be receiving a payment and so might be benefitting from either the PUP, the TWSS or the EWSS.

As users will be aware, the Live Register is a series which is available back to 1967 on the CSO’s PxStat tabular data service. The Live Register series is of immense historical value and the CSO is keen to protect the continuity of the series, while also trying to make as much information as possible available to users, charting the labour market effects of COVID-19.

The CSO published an information note on 01 April 2020 for users on the implications of the COVID-19 income support measures on the Live Register and the Monthly Unemployment Estimates releases. The information note outlines why those in receipt of the COVID-19 income support payments are not included on the Live Register unless they meet the usual criteria to be included on the Live Register.

The unadjusted number of persons on the Live Register for each month from March 2020 to February 2022 may include a small number of applicants for the PUP who were advised to apply for Jobseekers Benefit if they have a dependant adult and at least one child, or four or more children in the case of no dependant adult.

The COVID-19 income supports were originally set up as short-term emergency income supports but they have been extended several times and there have been changes made in terms of the eligibility criteria and how they are, or were, being administered. The PUP scheme has ended, final payments issued were in respect of the week ending Friday 25th March.

The PUP was initially closed to new applicants from 8 July 2021. The scheme reopened for individuals, including the self-employed, who lost their employment between 07 December 2021 and 22 January 2022 following the introduction of COVID-19 related public health restrictions. The PUP scheme ended in March 2022. The EWSS is currently expected to continue until 30 April 2022.

The CSO has been working with, and will continue to collaborate with, both the DSP and the Revenue Commissioners to meet user needs for availability of detailed aggregates for the recipients of both the PUP and the TWSS/ EWSS respectively. Tables providing breakdowns of the numbers benefitting from the PUP(while in operation), the TWSS (while in operation), the EWSS (from date of commencement) and the numbers of persons on the Live Register for each week since March 2020 by sex, age group, county and nationality grouping are available at the following link: PxStat LRW Tables. This link also contains tables for the corresponding numbers included on the Live Register for each week as well as a total number of persons with overlaps removed who are either on the Live Register for each week or who were benefitting from either the PUP (up to week ending 25 March 2022) or the TWSS (up to 31 August 2020). As part of the April 2021 Live Register release, the CSO began to publish monthly estimates up to the end of March 2021 of the numbers being directly supported by the EWSS. Weekly estimates of the numbers being directly supported by the EWSS are also published by the CSO at the link above.

It should be noted that DSP where applicable, paid arrears to recipients of the PUP, to account for the movement of people in and out of employment. The first arrears payment occurred on 01 December 2020. All arrears paid are included in the week of the entitlement period, rather than the week of payment.

Reference Periods

The reference month for the Live Register (and the PUP) refers to the week (Monday-Sunday) of the last Thursday in the month. Prior to May 2015, the reference period for the Live Register referred to the week of the last Friday in the month.

The monthly EWSS estimates in Annex Table A2 and in PxStat Table LRM20 are calculated by summing the number of individuals who received at least one EWSS payment within the calendar month.

COVID-19 Income Supports - An Analysis of Recipients March 2020 to May 2021

The CSO Frontier Series COVID-19 Income Supports - An Analysis of Recipients March 2020 to May 2021 was published on 20 May 2021. This publication provides an insight into the recipients of the different COVID-19 income supports by demonstrating how the levels of recipients have changed over time and presents the characteristics of the recipients of the different schemes.

Standardised unemployment rates

The Standardised Unemployment Rate (SUR) series, previously in Table 3, has been discontinued from May 2015. It has been replaced by the Monthly Unemployment series which was published on 06 April 2022.

Labour Force Survey 

The Labour Force Survey (LFS), was launched in January 2018 with the publication of Quarter 3 2017 data (Q3 2017). The Labour Force survey replaced the Quarterly National Household Survey (QNHS).

The LFS provides quarterly estimates of the unemployment rate.

The calendar reference quarters for survey results are:
Q1 - January to March, Q2 - April to June, Q3 - July to September and Q4 - October to December.

Seasonal Adjustment

Since January 2011 the seasonal adjustment of the Live Register is completed by applying the X-12-ARIMA model, developed by the U.S. Census Bureau. Seasonal adjustment is conducted using the indirect approach, where each individual series is independently adjusted (male under 25 years, female under 25 years, male 25 years and over and female 25 years and over). To preserve consistency between the individual and aggregate series, the series for gender, age group and total Live Register are then created from these four component series.

The X-12 ARIMA method has the X-11 moving averages process at its core, but builds on this by providing options for pre-treating the series using a regARIMA approach for prior adjustment and series extension. In essence this methodology will estimate seasonal factors while taking account of temporary changes, outliers, level shifts and calendar effects (e.g timing of Easter).

All Live Register seasonally adjusted series from January 2010 are subject to update on a monthly basis. Revisions to the series are typically very minor in scale.

Seasonally adjusting the Live Register series during the Covid-19 crisis period will be challenging until the scale and shape of its impact on the time series is better understood. This initial seasonally adjusted result might be revised for some months ahead as future observations become available. Users should be aware that there is increased uncertainty around the seasonally adjusted figures during this period.

Jobseeker’s Benefit Duration

Prior to 19 January 2004 Jobseeker’s Benefit was payable for 15 months (390 days).

From 19 January 2004, Jobseeker’s Benefit could be paid for a maximum of 15 months (390 days) to people who had at least 260 paid PRSI contributions.  Jobseeker’s Benefit could be paid for a maximum of 12 months (312 days) to people who had less than 260 paid contributions (Refers to new claims).

From 15 October 2008, Jobseeker’s Benefit could be paid for a maximum of 12 months (312 days) to people who had at least 260 paid PRSI contributions.  Jobseeker’s Benefit could be paid for a maximum of 9 months (234 days) to people who had less than 260 paid contributions.

As of 3 April 2013, Jobseeker’s Benefit can be paid for a maximum of 9 months (234 days) to people who have 260 paid PRSI contributions. Jobseeker’s Benefit can be paid for a maximum of 6 months (156 days) to people who have less than 260 paid contributions (Refers to new claims).

Claimants getting Jobseeker’s Benefit for 6 months or more on 3 April 2013 (or 3 months for people with fewer than 260 contributions) will not be affected.

One-Parent Family Payment (OFP)

The One-Parent Family Payment is a social welfare payment for men and women who are younger than 66 and bring up children without the support of a partner and meet certain other criteria. Claimants on this scheme are not counted as part of the Live Register.

From July 2013 new rules came into operation reducing the age limits for the One-Parent Family Payment. This means that some people no longer qualify for the payment and may avail of other schemes or supports.

As a consequence, approximately 2,800 people in July 2013, 1,300 people in July 2014 and 2,786 people in July 2015, previously receiving the One-Parent Family Payment, made a claim for Jobseekers Allowance (JA) and will therefore appear on the Live Register.

Live Register Flows

Live Register flows are calculated by analysing persons on the Live Register in the reference week of the reference month compared to those on the Live Register in the reference week of the previous month. The flows are calculated as follows:

Joined Live Register: Persons on the Live Register in the reference week of the current month who were not present on the Live Register in the reference week of the previous month.

Stayed on Live Register: Persons on the Live Register in the reference week of the current month who were also present on the Live Register in the reference week of the previous month.

Left Live Register: Persons not on the Live Register in the reference week of the current month who were present on the Live Register in the reference week of the previous month.

Inflows and outflows published in this release relate to persons moving on or off the Live Register. Inter-scheme movement is not counted as a Live Register flow. For example, if a claimant exhausts his/her entitlement to JB and opens a new JA claim, this is not counted as an outflow in JB and an inflow in JA. The person has moved scheme but has not joined nor left the Live Register. Thus, those persons who move schemes from one month to the next are counted as “Stayed on the Live Register”.

Live Register Area Analysis

The basis of the area analysis in Live Register statistics is the DSP local office of registration.  The areas served by Local Employment Offices do not correspond to specific geographic boundaries.  Therefore, registrants at a given local office do not necessarily come from a particular region or area which can be precisely delineated e.g. data for the Cork City Local Offices of Registration refers to all persons signing on in Cork City but may include persons not resident in Cork City. 

From January 2018, registrations which have not yet been assigned to a DSP local office of registration are included in the Live Register totals. Therefore, as these registrations are not included in the regional breakdowns, the sum of these regions may not add to the Live Register totals.

The latest available Live Register data by Province, County and Local Office of Registration are published on the CSO website, through PxStat.

NUTS2 and NUTS3 regions

The regional classifications in this release are based on the NUTS (Nomenclature of Territorial Units) classification used by Eurostat. Until Q4 2017, the NUTS3 regions corresponded to the eight Regional Authorities established under the Local Government Act, 1991 (Regional Authorities) (Establishment) Order, 1993, which came into operation on 1 January 1994 while the NUTS2 regions, which were proposed by Government and agreed by Eurostat in 1999, were groupings of those historic NUTS3 regions.

However, the NUTS3 boundaries were amended on 21 November 2016 under Regulation (EC) No. 2066/2016 and have come into force from Q1 2018. These new groupings are reflected in the LFS results from Q1 2018 onwards. The changes resulting from the amendment are that County Louth has moved from the Border to the Mid-East and what was formerly South Tipperary has moved from the South-East to the Mid-West, resulting in the new NUTS2 and NUTS3 regions:

Occupations

Live Register occupational data is sourced from information collected by the DSP on the most recent occupation of claimants when they sign on the Live Register.  The classification used is based on the UK Standard Occupational Classification (SOC).  “No occupation” is an additional category and includes those who have never worked and those who have no stated occupation.

Age by Duration Analysis

Detailed tables relating to regional and scheme data are available on the CSO website through the CSO Main Data Dissemination Service, PxStat.

Casual and part-time workers

The number of claimants on the Live Register who work on a casual and /or part-time basis is supplied by the DSP. People who work for part of a week may be eligible for Jobseeker’s Benefit or Jobseeker’s Allowance and may also be included on the Live Register, if the DSP is satisfied that they are not in full-time employment, are available for work and are looking for full-time employment.  

Nationality

Data in the nationality grouping table is sourced from information collected by the DSP on the nationality of claimants when they first sign on the Live Register.
