Over 80% of the 1,125 public charging locations in Ireland were located in urban areas in December 2025

This release is categorised as a CSO Frontier Series Output Particular care must be taken when interpreting the statistics in this release as it may use new methods which are under development and/or data sources which may be incomplete, for example new administrative data sources.

This release relies on data collated by Transport Infrastructure Ireland (TII) from Charge Point Operators (CPOs) and supplied by the Zero Emission Vehicles Ireland (ZEVI) Policy Division within the Department of Transport. TII collates data from CPOs who have set up an Application Programme Interface (API) that provides free and unrestricted access to their publicly-accessible EV recharging infrastructure data, as mandated under the Alternative Fuel Infrastructure Regulation (AFIR) (2023/1804). While the coverage of publicly-accessible recharging locations is comprehensive and captures the majority of the larger CPOs, there were several operators, particularly smaller operators, who, as of December 2025, had not yet set up an API. Subsequent coverage of the data is expected to improve over the course of 2026, and the methods used to generate it will be further developed and enhanced. The CSO will revisit the data annually and update accordingly.

History

This release is based on new data supplied by ZEVI regarding the location, Electric Vehicle Supply Equipment (EVSE), also known as charging points, and connectors for the national EV recharging infrastructure captured at the end of December 2025. The data covers the larger Charge Point Operators (CPOs) information. However, there may be some smaller CPOs who have not yet supplied details of their charging locations to ZEVI as of December 2025 due to mandatory provision of the data only coming into place in April 2026.

Definitions

Definitions are consistent with those in the Alternative Fuels Infrastructure Regulation (AFIR) (2023/1804).

Location (or charging location)

A physical place where charging is available, such as a supermarket car park, service station, hotel, or public street site. A location can contain multiple charging stations. The number of locations is equal to the number of charging sites.

Charging Station

A physical installation at a specific location, consisting of one or more recharging points. Every charging station has a theoretical maximum power output, expressed in kW, and has at least one recharging point that can serve a maximum of one vehicle at a time. Therefore, the number of recharging points at a charging station determines the number of EVs that can be recharged at that station at any given time. 

Public Charging Location

A Public Charging Location is located at a site or premises that is open to the general public, irrespective of whether the alternative fuels infrastructure is located on public or private property, whether limitations or conditions apply in terms of access to the site or premises and irrespective of the applicable use conditions of the alternative fuels infrastructure.

Publicly accessible recharging or refuelling points include, for example, privately owned recharging or refuelling points accessible to the public that are located on public or private property, such as public parking areas or parking areas of supermarkets. A recharging or refuelling point located on private property that is accessible to the public should also be considered publicly accessible in cases where access is restricted to a certain general group of users, for example to clients.

Electric Vehicle Supply Equipment (or charging point)

An Electric Vehicle Supply Equipment (EVSE) is a fixed or mobile, on-grid or off-grid interface used for the transfer of electricity to an EV which, although it may have one or more connectors to accommodate different connector types, is capable of recharging one electric vehicle at a time, and which excludes devices with a power output less than or equal to 3.7 kW for the primary purpose of which is not the recharging of electric vehicles.

Connector

A connector is the physical socket (CCS, CHAdeMO, Type2 etc.) attached to an EVSE. It is the number of sockets available to users.

Fast Chargers

In the European Union, recharging points are classified into two main categories, based on their power output and speed. Category I is recharging via AC, while Category II is recharging via DC. 

Fast chargers are classified in the different power outputs as below:

  • AC (category I): triple-phase, power > 22 kW
  • DC (category II):
    • Fast DC: 50 kW <= power < 150kW
    • Level 1- Ultra-fast: 150 kW <= power < 350 kW
    • Level 2- Ultra-fast: power >= 350 kW

Slow and Medium Charging Points

Slow charging points refers to slow AC charging points with a power less than 7.4 kW and slow DC charging points with a power less than 50 kW.

Medium charging points refers to AC charging points, triple-phase with a power higher or equal to 7.4kW and lower or equal to 22kW.

Recharging point categories based on AFIR (Annex III)

Charge Point Operator

A Charge Point Operator (CPO) is the entity that is responsible for the management and operation of a recharging point and that provides a recharging service to end users, including in the name and on behalf of a mobility service provider.

Mobility Service Provider

A mobility service provider refers to a legal person that provides services in return for remuneration to an end user, including the selling of recharging or refuelling services.

EV per Charger and EV per Fast Charger

EV per one charger: This ratio measures the total number of EVs per one charging point (including all slow, medium and fast chargers). For example, a ratio of 32:1 means that there is one charger for every 32 EVs.

EV per one fast charger: This ratio measures the total number of EVs per one fast charging points. For example, a ratio of 50:1 means that there is one fast charger for every 50 EVs.

Urban - Rural Classification

Methodology & Data Sources

The analysis used the official CSO Urban Areas - National Statistical Boundaries - 2022 Ungeneralised dataset.
Charging locations GPS coordinates (longitude and latitude) from the merged dataset were mapping using the standard WGS84 (EPSG:4326) coordinate reference system.

A computer R program automatically compared the exact location of each charging location against the urban boundary shapes using an st_within intersection rule.

Urban and Rural Definition

The boundaries are generated through an automated process based on physical building counts and specific distance rules:

  • Building Clusters: buildings are classified as urban if they belong to a group of at least 100 buildings.
  • Proximity rules: buildings within these clusters must be within 65 metres on one another.
  • Statistical alignment: these clusters are refined to align perfectly with complete official Small Areas. This ensures that urban areas are made up of complete groupings of whole statistical zones.

Classification Rules

After identifying the zones, geographic maps were removed to make the data easier to count and summarize.
The final step counted the total number of physical locations, EVSEs, fast chargers, and connectors across urban and rural zones.
