More than four in every five persons who were in payroll employment in Q1 2020, and in receipt of a Government pandemic income support, were still in PAYE employment in Q2 2022

Introduction

The ‘Impact of COVID-19 on Business and Labour Market’ series examines the impact of COVID-19 related income supports on payroll employment on enterprises and employees in the State. The Labour Market series provides estimates of labour market movements of individuals on the PAYE system. It provides breakdowns of the number/proportion of employees by Age, Sex, NACE sector and by the type of Government pandemic income support scheme they were in receipt of. Persons were included if they received greater than zero gross pay in Q1 2020 on the PAYE modernisation data flow from the Revenue Commissioners. Persons were assigned a primary employment in each quarter. All analysis was carried out on these primary employments. The results were compiled on the flows of employees in each cohort. These include persons who remained in the "same job", those who "changed job and remained in the same sector", persons that "changed job and changed sector" and persons who were on the "Live Register and no longer in paid PAYE employment". For detailed descriptions see Table C in Background Notes. The "Other" category accounts for the remaining persons. These persons may have left the labour force or are working in self-employment. These include but are not limited to emigrants, retirees, persons who moved to education/home duties/unpaid maternity leave and deceased persons.

Employment Churn for PUP Recipients by economic sector

  • The Industry sector had the largest percentage of employees in the same job over two years later at 53.7% in Q2 2022.
  • Accommodation & Food Service Activities sector had 33.8% in the same job. More than 30% of persons working in this sector in Q1 2020 were in a different economic sector in Q2 2022.
  • Accommodation & Food Service Activities had the largest proportion of employees in receipt of PUP over the course of the scheme (23.3% of total recipients).
  • Of those payroll employees in Q1 2020 who received PUP, 4.6% were on the Live Register and not receiving pay from an employer in Q2 2022.

Employment Churn for WSS Recipients by economic sector

  • The economic sectors that saw the highest proportion of persons who had claimed WSS in the same primary job in Q2 2022 were Industry (74.0%) and Transport (72.3%).
  • The Accommodation & Food Service sector had the lowest proportion of persons in the same job (47.6%). This sector also had the highest proportion of persons in a different economic sector in Q2 2022 (25.4%).
  • The Wholesale & Retail Trade; Repair of Motor Vehicles and Motorcycles sector and Accommodation & Food Services sector between them made up just under 40% of those in receipt of the total recipients of the WSS.

Employment Churn for persons never in receipt of PUP or WSS by economic sector

  • The Public Administration & Defence; Compulsory Social Security sector saw the highest proportion of persons in the same job in Q2 2022 (83.4%). The next highest proportion was in the Education sector (79.7%).
  • The Accommodation & Food Service Activities sector had the lowest proportion in the same job (22.3%).
  • Almost 35% of persons in this sector were neither payroll employees or on the live register in Q2 2022. It should be noted that a relatively small number of persons in this sector did not receive either a PUP or WSS (21,518).
  • Administrative and Support Service activities sector had the largest proportion of persons who remained payroll employees, but in a different economic sector (31.1%).

  • There were 10,556 persons who changed economic sector from Accommodation & Food Service Activities to Wholesale & Retail Trade; repair of motor vehicles and motorcycles (G) in Q2 2022, the highest proportion of any sector at 22.5%.
  • Just over 300 persons were working as a payroll employee in Agriculture, the lowest of any sector (0.7%).
  • Accommodation & Food Service Activities sector had the largest number of persons who were in a different economic sector at 46,836 persons.

  • More than 4,800 persons who changed economic sector from Wholesale & Retail Trade; repair of motor vehicles and motorcycles were in Accommodation & Food Service Activities in Q2 2022, the highest proportion of any sector at 13.5%.
  • Just over 300 persons were working as a payroll employee in Agriculture, the lowest of any sector (0.9%).
  • This sector had the second largest movement to a different job at 35,719.

  • The age group least likely to be in the same job in Q2 2022 as Q1 2020 were 20 – 24 years olds with 21.9% of that age group in the same job. Less than a quarter of those aged under 25 were in the same job in Q2 2022.
  • Of those aged 55 - 59 years, 59.5% were in the same job in Q2 2022, while 6.5% of this age group were on the Live Register and not receiving pay from an employer.

Employment churn for payroll employees in receipt of WSS by Age Group and Sex

  • For those who were in receipt of WSS 64.1% of males and 58.8% of females were in the same primary employment in Q2 2022.
  • Fewer females were in receipt of WSS than males for every age group in Q2 2022 with the exception of those aged 15-19 years.
  • A higher proportion of females were in a different job in Q2 2022 than males for all age groups.
