Recorded crime incidents for most offence groups fell in the year to Q1 2025

July 2025 update on Fraud, Deception & Related offences

The CSO in December 2024 and March 2025 provided updates to users on the impact on Fraud crime statistics of the backlog in the recording of potential fraud related crime incidents reported to An Garda Síochána by Financial Institutions under Section 19 of the Criminal Justice Act, 2011 on the PULSE system.

The CSO is advised by An Garda Síochána that it continues to work on the backlog of Section 19 referrals from Financial Institutions and is making progress on this issue. In addition, work is ongoing by An Garda Síochána to extend an existing reporting portal to handle Section 19 referrals. This system will improve the consistency and efficiency of the reporting process for Financial Institutions.

In view of this ongoing work, the CSO will continue to publish statistics on recorded incidents of Fraud, Deception & Related offences based on those directly reported to An Garda Síochána by members of the public and recorded on the Garda PULSE system. Therefore, users should continue to exercise caution in the interpretation of published statistics on recorded crime incidents of this offence type as they are below the overall reported level and should be considered incomplete.

The number of recorded crime incidents fell in ten of the fourteen offence groups in the year to Quarter 1 (Q1) 2025.

The largest percentage decreases were for Homicide & Related offences (-34%), Robbery, Extortion & Hijacking offences (-12%), Kidnapping & Related offences (-8%), and Burglary & Related offences (-6%). There were decreases of between 1% and 4% for the remaining offence groups where there was a fall in the number of recorded crime incidents.

In contrast, there were increases in the number of crime incidents of Sexual offences (+15%), Public Order & Other Social Code offences (+5%), Attempts/Threats to Murder, Assaults, Harassments & Related offences (+3%), and Weapons & Explosive offences (+3%) (See Figure 2.1, Table 2.1, and PxStat Tables CJQ01 & CJQ07).

The number of recorded crime incidents fell in half of the offence groups in Q1 2025 from Q1 2024

Table 2.2 compares the number of crime incidents by offence category between Q1 2024 and Q1 2025. The number of recorded crime incidents fell for eight out of the fourteen offence groups between Q1 2024 and Q1 2025.

The largest percentage decrease over this period took place for:

  • Homicide & Related offences where the number of recorded crime incidents fell by 39% or 9 incidents.
  • Kidnapping & Related offences – where the number of recorded crime incidents fell by 45% or 20 incidents.
  • Burglary & Related offences – a fall of 16% or 406 incidents.
  • Robbery, Extortion & Hijacking offences which fell by 14% or 85 incidents.
  • Offences Against Government, Justice Procedures & Organisation of Crime where the number of incidents fell by 15% or 568 incidents.

In contrast, the most notable increases in recorded crime incidents over the period were for Sexual offences (+8%), Controlled Drug offences (+4%), and Weapons & Explosives offences (+3%) (See Figure 2.2, Tables 2.1 & 2.2, and PxStat Tables CJQ01 & CJQ07).

Recorded crime incidents of theft & robbery related offences showed the biggest change between 2022 and 2025

Table 2.3 provides a breakdown by offence type of the total number of recorded crime incidents for the year to Quarter 1 for the years 2022 to 2025. A comparison is also made between data for the year to Q1 2022 and year to Q1 2025.

Over the four year period (2022-2025), the largest percentage changes in the number of recorded crime incidents have been for Theft & Related offences and Robbery, Extortion & Hijacking offences. In the year to Q1 2025, there were 74,102 recorded crime incidents of Theft & Related offences and this was up by 23,181 incidents or 46% since the same period in 2022. The number of crime incidents of Robbery, Extortion & Hijacking offences rose by 24% from 1,833 in the year to Q1 2022 to 2,281 crime incidents for the same period in 2025.

Among the other offence groups, there were also notable increases in recorded crime incidents and these included:

  • Weapons & Explosive offences – up 14% from 2,575 crime incidents in 2022 to 2,943 in 2025.
  • Attempts/Threats to Murder, Assaults, Harassments & Related offences where the number of crime incidents rose by 12% from 22,106 in 2022 to 24,690 incidents in 2025.
  • Offences against Government, Justice Procedures & Organisation of Crime – up 10% from 13,180 crime incidents in 2022 to 14,462 in 2025.
  • Homicide & Related offences where the number of crime incidents rose by 8% from 62 in 2022 to 67 in 2025.

The number of recorded crime incidents did however fall in the following offence groups:

  • Dangerous or Negligent Acts – down 12% from 8,503 recorded crime incidents in 2022 to 7,492 in 2025.
  • Controlled Drug offences which fell by 8% from 17,773 in 2022 to 16,281 recorded crime incidents in 2025.
  • Kidnapping & Related offences – down 4% to 152 recorded crime incidents in 2025 (See Figure 2.3, Table 2.3, and PxStat Tables CJQ01 & CJQ07).
