July 2025 update on Fraud, Deception & Related offences

The CSO in December 2024 and March 2025 provided updates to users on the impact on Fraud crime statistics of the backlog in the recording of potential fraud related crime incidents reported to An Garda Síochána by Financial Institutions under Section 19 of the Criminal Justice Act, 2011 on the PULSE system.

The CSO is advised by An Garda Síochána that it continues to work on the backlog of Section 19 referrals from Financial Institutions and is making progress on this issue. In addition, work is ongoing by An Garda Síochána to extend an existing reporting portal to handle Section 19 referrals. This system will improve the consistency and efficiency of the reporting process for Financial Institutions.

In view of this ongoing work, the CSO will continue to publish statistics on recorded incidents of Fraud, Deception & Related offences based on those directly reported to An Garda Síochána by members of the public and recorded on the Garda PULSE system. Therefore, users should continue to exercise caution in the interpretation of published statistics on recorded crime incidents of this offence type as they are below the overall reported level and should be considered incomplete.

Table 4.1 provides further breakdown by offence group of the total number of recorded crime incidents for the year to Quarter 1 (Q1) 2025 compared with the year to Q1 2024.

There were 67 recorded incidents of Homicide & Related offences in the year to Q1 2025 and this was down 34 incidents or 34% from same period in 2024. Decrease in incidents of Dangerous Driving Leading to Death (-40 incidents or -63%) accounted for most of the change over the year.

Recorded crime incidents of Robbery, Extortion & Hijacking offences fell by 298 incidents or 12% over the year and this was driven mainly by a fall in incidents of Blackmail or Extortion offences (-132 incidents or -16%) and Robbery from the Person (-110 incidents or -10%)

The fall of 585 recorded crime incidents or 6% over the year in the number of recorded incidents of Burglary & Related offences was driven by a fall of 586 incidents or 6% in the number of incidents of Burglary where there was no aggravation.

Decreases in the number of recorded incidents of Possession of Drugs for Personal Use (-616 incidents or -5%) accounted for most of the fall of 547 incidents or 3% in Controlled Drug offences in the year to Q1 2025 compared to a year earlier.

There was a fall of 937 or 4% in recorded crime incidents of Damage to Property & to the Environment over the year. Crime incidents of Criminal Damage where arson was not involved made up 91% of incidents in this offence category and increases in such Criminal Damage crime incidents accounted for most of the overall increase in the year to Q1 2025.

Recorded crime incidents of Public Order & Other Social Code offences increased by 1,421 incidents or 5% over the year to Q1 2025. Most of this increase was accounted for by an increase in crime incidents of Disorderly Conduct.
