This section compares re-offending behaviour of males and females.
Detected crime incidents in 2024 that were linked to female offenders were slightly more likely to be re-offending incidents than incidents associated with males.
- Almost two-thirds (65%) of detected incidents in 2024 that were linked to female offenders were re-offending incidents. In comparison over six out of ten (61%) detected incidents in 2024 linked with males were re-offending incidents.
- Although overall a higher proportion of incidents linked to females than males were re-offending incidents, this was mainly due to higher rates in females in just two significant incident categories:
- Dangerous, Careless Driving including General Road Incidents - Females (33%), Males (28%)
- Vehicle Maintenance and Duty of Care - Females (41%), Males (36%)
Incidents involving males had higher re-offending rates in 14 of the incident categories (See Figure 4.1 and Table 4.1).
This section of the report looks at the profile of re-offending across age groups and crime types.
- More than two-fifths (42%) of Drug related crime incidents were linked to a re-offender under the age of 25, while in contrast, just 16% were linked to individuals aged over 40.
- Just 13% (334 of 2,533) of incidents involving Drugs or Alcohol Related Vehicle Use were detected to young adults (under 25s) who had a history of offending.
- Less than one in five (16%) of detected incidents in 2024 involving Drugs were detected to suspected offenders aged over 40 (See Figure 4.2 and Table 4.2).
Note: Re-offending incidents will tend to increase with age as more time has elapsed for offending and re-offending to take place.
- Just under a quarter (23%) of the total detected PULSE re-offending crime incidents (102,211) in 2024 were linked to individuals under the age of 25.
- Nearly three-quarters (73%) of the total detected PULSE re-offending incidents (20,617) that were linked to young males under the age of 25 in 2024, related to just five incident categories -
- Dangerous, Careless Driving or Vehicle Neglect (4,986)
- Drugs (4,511)
- Theft, Fraud, Robbery, and Deception (3,420)
- Public Order (2,070)
- Half (50%) of the overall detected PULSE re-offending incidents (3,127) in 2024 that were linked to young females under the age of 25, were linked to incidents in the following categories -
- Theft, Fraud, Robbery, and Deception (1,192)
- Public Order (366)
- Just over half (52%) of the 3,420 Theft, Fraud, Robbery, and Deception crime incidents that were detected to young males under the age of 25 during 2024, involved an offender with detections to 20 or more other previous incidents. In contrast, just over two-thirds (37%) of the 1,192 Theft related incidents that were detected to a female in 2024, were detected to a female with 20 or more other previous PULSE incident detections.
- Over three-quarters (76%) of the 230* Dangerous or Careless Driving related PULSE crime incidents that were detected in 2024 to young females, were detected to a female with historical links to less than 5 other previous offending incidents (See Figure 4.3 and Tables 4.3 & 4.4).
Note: *The detected re-offending rate in this release is calculated using incidents recorded as a PULSE crime incident. It does not include Non-PULSE Fixed Charge Processing Notices (FCPN’s) such as speeding or parking tickets if the offence sanction (fine) was paid correctly without escalation via any follow-on summons due to non-compliance.
