This chapter contains annual averages from the monthly Consumer Price Index and the Wholesale Price Index reports. We have also included data on the National Average Price (NAP) for some of the items in the CPI basket of goods and services.
The Consumer Price Index (CPI) is designed to measure the change in the average level of prices of goods and services bought for the purpose of consumption by all private and institutional households in Ireland and by foreign tourists while on holiday in Ireland.

Figure 18.1 shows the annual average indices (Base: Dec 2016=100) for All Items, Goods and Services for the period June 2001 to 2018. Over the period June 2001 to 2018, the CPI All Items increased by 28.6%. During this period, the cost of Services increased by 65.2% and the rate for Goods decreased by 5.5%.
Every month, the CSO publishes a National Average Price (NAP) for some of the items in the CPI basket of goods and services. Figures 18.2 and 18.3 show the annual national average prices for some of these items for the period 2008 to 2018.

It can be seen from Figure 18.2 that, in the ten year period from 2008 to 2018, the national average price for unleaded petrol increased by 18.2%, from €1.21 to €1.43 per litre, peaking in 2012 at €1.63 per litre. The corresponding national average price for diesel increased by 6.3%, from €1.26 to €1.34 per litre, also peaking in 2012 at €1.56 per litre. In the period 2008 to 2018, the lowest national average price for both unleaded petrol and diesel in Ireland was in 2009 when they cost on average €1.12 and €1.03 per litre respectively.
The average price for an 800g brown sliced pan has decreased by 17.6% from €1.70 in 2008 to €1.40 in 2018, having peaked at €1.72 in 2011.
The average price of the humble potato decreased by 11.3% between 2008 and 2018 from €3.73 to €3.31 for a 2.5 kg bag. Potato prices peaked at €3.83 in 2013 and were at their lowest at €2.95 in 2015.

Figure 18.3 shows that the national average price of a 20 pack of cigarettes has steadily increased from €7.47 in 2008 to €12.11 in 2018.
The cost of men's dry haircut has remained relatively stable over the decade, costing €13.27 in 2008 compared to €12.68 in 2018.

Table 18.1 shows the index numbers for the Industrial Producer Price Indices and the major sectors of the manufacturing industry for the period 2015 to 2018. The most notable increases were in Dairy products (+19.6%), Fish and fish products (+19.2%) and Motor vehicles, trailers and semi-trailers (+7.8%). The most notable decreases were in Grain milling, starches and animal feeds (-20.1%), Electrical equipment (-19.2%) and Vegetables and animal oils and fats (-7.9%). Between 2015 and 2018, the index for Total manufacturing industries decreased by 1.2%, while the index for Total transportable goods industries also decreased by 1.2%.

The most notable decreases were in Other timber excluding windows and doors (-1.6%) and Other concrete products excluding precast concrete (-0.9%). Between 2015 and 2018, the index for All materials increased by 5.7%.
