Recorded crime incidents related to Burglary, Theft, Robbery, and Damage to Property fell across all Garda regions in the year to Q3 2025

Fraud Crime Statistics

The CSO in December 2024 and March 2025 provided updates to users on the impact on Fraud crime statistics of the backlog in the recording of potential fraud related crime incidents reported to An Garda Síochána by Financial Institutions under Section 19 of the Criminal Justice Act, 2011 on the PULSE system.

The CSO is advised by An Garda Síochána that it continues to work on the backlog of Section 19 referrals from Financial Institutions and is making progress on this issue. In addition, work is ongoing by An Garda Síochána to extend an existing reporting portal to handle Section 19 referrals. This system will improve the consistency and efficiency of the reporting process for Financial Institutions.

In view of this ongoing work, the CSO will continue to publish statistics on recorded crime incidents of Fraud, Deception & Related offences based on those directly reported to An Garda Síochána by members of the public and recorded on the Garda PULSE system. Therefore, users should continue to exercise caution in the interpretation of published statistics on recorded crime incidents of this offence type as they are below the overall reported level and should be considered incomplete.

The number of recorded crime incidents fell across all Garda Regions for 6 of the 16 offence groups in the year to Q3 2025. The most significant of these were as follows:

  • Burglary & Related offences - with the highest rates of decrease for the North Western (-27%) and Southern (-23%) regions.
  • Robbery, Extortion & Hijacking offences - where the highest rates of decrease were for the Dublin Metropolitan (DMR) (-16%) and Eastern (-12%) regions. These were followed by the Southern (-8%) and the North Western (-1%) regions.
  • Theft & Related offences – the highest rate of decrease was -6% for both the North Western and Southern regions.
  • Damage to Property & to the Environment offences - the Eastern region showed the largest rate of decrease at 9%, followed by the DMR and Southern region (-8% each).

For all other offence groups, the experience across Garda regions was mixed (See Figure 3.1, Table 3.1, and PxStat Tables CJQ05 & CJQ07).

An Garda Síochána are currently in the process of the rolling out of a new Operation Model. This will involve a fundamental change to the organisational structure from the existing District Based Model to a new Divisional Functional Area Model. Further updates will follow in due course.
