Users should exercise caution when comparing the Production in Building and Construction Index release with the New Dwelling Completions release due to timing and other comparability issues. For example, while the work completed by a firm on a residential building could take place over several months, the New Dwelling Completions will only count the building as completed when it has been connected to the ESB electricity network.

The volume of production in Building and Construction rose by 1.3% in Quarter 1 (Q1) 2026 when compared with Quarter 4 (Q4) 2025.
On an annual basis, a decrease of 4.1% was recorded in the volume of production in Building and Construction in Q1 2026.
The volume of production in the Residential Building sector was up 8.6% in Q1 2026 when compared with Q4 2025.
Between Q4 2025 and Q1 2026, the volume index in the Civil Engineering sector increased by 2.3%.
The volume index in the Non-Residential Building sector fell by 3.0% between Q4 2025 and Q1 2026.
The value of production index for All Building and Construction in Q1 2026 was up by 1.3% on a quarterly basis from Q4 2025 and down by 1.9% on an annual basis from Q1 2025.
Users should be aware that the Volume of Residential Building Index measures all construction activity, carried out by surveyed enterprises, related to new and existing residential buildings. This includes repairs, improvements and maintenance to existing dwellings such as retrofitting, solar panel installation and the construction of extensions to existing dwellings as well as the construction of new dwelling units.

The headline table shows the seasonally adjusted volume and value indices for production in building and construction for Q1 2025, Q4 2025, and Q1 2026. It should be noted that the deflator, used in the calculation of the Production in Building and Construction Index (PBCI), has increased over the past 12 months and shows a 2.4% increase in Q1 2026 when compared with Q1 2025. Statistician's Comment
The Central Statistics Office (CSO) has today (27 May 2026) published Production in Building and Construction Index Quarter 1 (Q1) 2026 (Provisional) and Quarter 4 (Q4) 2025 (Final).
Commenting on the release, Shane O’Sullivan, Statistician in the Housing Division, said: “On a seasonally adjusted basis the volume of production in Building and Construction rose by 1.3% between Q4 2025 and Q1 2026. On an annual basis, production volume decreased by 4.1%.
Volume Changes
On a seasonally adjusted basis, the volume of production in construction was up by 1.3% between Q4 2025 and Q1 2026. During the same period, volume of production in Residential Building increased by 8.6% and by 2.3% in Civil Engineering, while in contrast Non-Residential Building fell by 3.0%.
On an annual basis, between Q1 2025 and Q1 2026, production volume in All Building and Construction was down by 4.1%. During the same period, annual production volume fell by 19.0% in the Civil Engineering sector and by 12.0% in Non-Residential Building, while production volume in Residential Building showed an annual increase (+13.6%).
Value Changes
The seasonally adjusted value index for Building and Construction rose by 1.3% between Q1 2026 and Q1 2025 and fell by 1.9% on an annual basis from Q1 2025. Excluding Civil Engineering, the seasonally adjusted value index rose by 2.9% on a quarterly basis and grew by 1.8% on an annual basis."
