Fuel Excise Clearances May 2025

May 2025 had the lowest volume of Kerosene clearances recorded for the month of May in the time series

Key Findings

  • Excise clearances of Kerosene in May 2025, at 26 million litres, were down 24% compared with the May 2024 figure of 34 million litresThis was the lowest volume of Kerosene clearances recorded for the month of May since the time series began in 2000 (See Table1D).

  • Excise clearances of Autodiesel in May 2025, at 305 million litres, were 3% lower than the May 2024 figure of 315 million litres. This was the lowest volume of Autodiesel clearances recorded for the month of May since 2021 (See Table 1A).

  • Excise clearances of Unleaded Petrol in May 2025, at 101 million litres, were 5% higher than the May 2024 figure of 96 million litres. This was the highest volume of Unleaded Petrol clearances recorded for the month of May since 2018(See Table 1B).

  • Wholesale prices of Autodiesel and Unleaded Petrol in May 2025 were lower than May 2024(See Tables 3A and 3B).

  • Excise clearances of Marked Gas Oil in May 2025, at 105 million litres, were up 1% compared with the May 2024 figure of 104 million litres (See Table1C).

Statistician's Comment

The Central Statistics Office (CSO) has today (09 July 2025) published Fuel Excise Clearances May 2025. 

Commenting on the release, Deirdre Moran, Statistician in the Climate and Energy Division, said: "Autodiesel clearances fell by 4% in the first five months of 2025 compared with the same period in 2024. They were 3% lower when comparing the 12-month rolling period of June 2024-May 2025 with June 2023-May 2024 (See Tables A and 1A). Clearances are the duty paid on the quantity of oil removed from bonded warehouses and provide a proxy for sales (See Editor’s Note below).  

Excise clearances of Unleaded Petrol in May 2025 were 101 million litres. This was the highest volume of Unleaded Petrol clearances recorded for the month of May since 2018 (See Table 1B). 

Unleaded Petrol clearances were 4% higher in the first five months of 2025 compared with the same period in 2024. They were also up 5% when comparing the 12-month rolling period of June 2024-May 2025 with June 2023-May 2024 (See Tables A and 1B).  

Marked Gas Oil clearances were 4% higher in the first five months of 2025 compared with the same period in 2024 (See Tables A and 1C). Marked Gas Oil is primarily used for off-road purposes such as agriculture and the heating of larger buildings. 

April 2025 had the highest April monthly mean air temperature recorded at Dublin Airport since 2011. This exceptionally warm April may have contributed to the lowest volume of Kerosene clearances recorded for the month of May since the time series began in 2000 (See Tables 1D and 4). Kerosene is mainly used as a home heating fuel.

Kerosene clearances fell by 13% in the first five months of 2025 compared with the same period in 2024 (See Tables A and 1D).” 

Editor's Note

The data used in this statistical release mainly relate to the Revenue Commissioners monthly excise clearance volumes. The use of transport fuels such as Autodiesel and Unleaded Petrol are less seasonal than the use of home heating fuels. Price changes and exceptional weather can cause variations in the trends of excise clearances of home heating oils between years. Changes in the vehicle fleet fuel type composition can affect the mix in clearances of road fuels. See the Background Notes for the full definition of fuel excise clearances.

Excise Clearances Percentage Changes for Selected Fuels May 2025

There was a 4.3% decrease in Autodiesel excise clearances when comparing the year-to-date period January-May 2025 with January-May 2024. There was a 5.1% rise in Unleaded Petrol excise clearances when comparing the 12-month rolling period of June 2024-May 2025 with June 2023-May 2024 (See Tables A, 1A, and 1B).

Trends in May Clearances 2000-2025

In May 2025 Autodiesel clearances were 305 million litres which was 3% lower thanMay 2024 clearance volumes and 11% lower than May 2023. Kerosene clearances were 26 million litres in May 2025 which was 24% lower thanMay 2024 clearance volumes and 28% lower than May 2023 (See Tables 1B, 1D, and Figure 1).

Trends in Annual Clearances 2000-2024

In 2024 Autodiesel excise clearances were 3.5 billion litres which was 78% higher than the 2000 Autodiesel clearances figure of 2 billion litres. In 2024 Unleaded Petrol excise clearances were 1.1 billion litres which was 45% lower than the 2000 Unleaded Petrol clearances figure of 2 billion litres (See Table 2).

Trends in Wholesale Price Index for Selected Fuels 2015-2025

Wholesale prices of Autodiesel and Unleaded Petrol in May 2025 were lower than May 2024 (See Tables 3A and 3B). This Wholesale Price Index series is compiled to base 2021=100.

Trends in Monthly Mean Air Temperature 2000-2025

April 2025 had the highest April monthly mean air temperature recorded at Dublin Airport since 2011. This exceptionally warm April may have contributed to the lowest volume of Kerosene clearances recorded for the month of May since the time series began in 2000 (See Figures 4 and 5).
