Direct investment in Ireland decreased by €50.3bn in 2023

Key Findings

  • Foreign direct investment in Ireland decreased by €50.3bn to €1.3tn in 2023. 

  • Investment from Europe and the US fell by €49.3bn and €15bn respectively, while there were increases in investment elsewhere.

  • Irish investment abroad rose by €37.3bn to €1.248tn.

  • Increased investment in Europe of €71.9bn was partially offset by lower investment in North America of €57.5bn. 

  • The Services sector remained the largest sector for inward investment to Ireland in 2023, amounting to 65% of the total inward investment of €851bn.

Statistician's Comment

The Central Statistics Office (CSO) today (20 December 2024) published the Foreign Direct Investment Annual 2023.

Commenting on the release, Faris Bader, Statistician in the International Accounts Division said:

"The decrease in foreign direct investment in Ireland of €50.3bn to €1.3tn can be largely attributed to lower investment from Europe and the US, which was partially offset by increased investment from other countries. The fall in inward investment was seen almost entirely in the Manufacturing sector, predominantly in Pharmaceuticals, which decreased by €86.3bn. On the Services side, increases in Financial Intermediation (€15.3bn) and Wholesale and Retail Trade (€12.4bn) were partially offset by declining investment in other Services sectors. This resulted in an overall increase in investment in the Services sector of €14.9bn. Irish foreign direct investment abroad rose by €37.3bn to €1.248tn, with investment in Europe increasing by €71.9bn and investment in North America decreasing by €57.5bn. The growth in Irish foreign direct investment abroad was seen predominantly in the Services sector."

Irish stocks of direct investment abroad increased to €1,248bn at the end of 2023 from a stock position of €1,211bn at the end of 2022. The €37.3bn increase was seen primarily in Europe (€71.9bn) and was partially offset by decreases in North America (-€57.5bn). 

The stock of direct investment abroad at the end of 2023 comprised of Equity Capital & Reinvested Earnings of €1,309bn and of Other Capital of -€61.1bn. In Europe, there were increases in Equity Capital & Reinvested Earnings of €66.7bn and in Other Capital of €5.2bn. These increases were spread across several European countries – see Table 1.

The stock of direct investment in Ireland decreased between the end of 2022 and end of 2023 from €1,350bn to €1,300bn. Decreased investment from Europe and the US of €49.3bn and €15bn respectively were partially offset by increases in investment elsewhere – see Table 2.

Ireland had net foreign liabilities of €51.6bn at the end of 2023, an increase of €87.6bn on the net foreign liabilities of €139bn at the end 2022.

Direct investment positions by immediate and ultimate investor

In line with international recommendations the geographic allocation of direct investment flows and stocks in Tables 1 to 9 is based on the country of location of the immediate owner of the direct investment enterprise. 

An alternative presentation of the stock of direct investment in Ireland by ultimate investor displays a different geographic pattern. Figure 2 presents the value of investment stock in Ireland by location of the immediate owner (of the direct investment enterprise).  Figure 3 presents the value of investment stock in Ireland by location of the ultimate investor. In 2023, the stock of investment from the US as ultimate investor at €897bn was €383bn greater than the stock of US investment presented by immediate owner (€514bn). This difference indicates that while a great deal of investment into Ireland comes directly from our European counter parts, this investment originates from enterprises located in the US.

Investment stock from Ireland as ultimate investor at €100bn primarily represents former US-based corporate inversion enterprises which are now located in Ireland (see figure 3).

Investment flows

Flows of direct investment into Ireland amounted to -€2.5bn in 2023. Equity flows of -€24.7bn and reinvested earnings flows of -€5.4bn were partially offset by other capital flows of €27.6bn. Flows to offshore centres flows were €30.7bn, while flows to Europe and the US were -€24.8bn and -€13.3bn respectively – see Table 4.

Direct investment abroad amounted to €10.4bn in 2023, compared to -€28.1bn in 2022. Increases in reinvested earnings of €43.8bn and in other capital of €16.3bn were partially offset by decreases in equity of €49.6bn – see Table 3.

Sectoral breakdown

Investment abroad by enterprises located in Ireland is primarily in the services sector – an investment position of €1,007bn at the end of 2023 is up €57bn compared to the position at the end of 2022. The stock of services sector investment into the EU was €491bn (49% of total services sector investment). Investment abroad in the manufacturing sector amounted to €198bn, down €35.3bn on the position at the end of 2022 – see table 7.

The services sector is also the largest sector for inward investment - at the end of 2023, the investment position was €851bn, up €14.9bn from the position at the end of 2022. The investment position in financial intermediation increased from €368bn at end of 2022 to €384bn at end of 2023, while investment in information and communication decreased from €201bn to €189bn. Investment in the manufacturing sector decreased by €65.7bn to a stock position of €447bn in the same period – see Table 8.

Direct investment income

Income outflows of foreign owned direct investment enterprises were €182bn in 2023, a decrease of €4.8bn compared with 2022. Earnings of European owned companies were €76.9bn in 2023, up €12.8bn from 2022. Income earned abroad by investors located in Ireland was €63bn in 2023, up €26.6bn from 2022. Income earned abroad was spread across geographies – see Table 9.
