Average weekly earnings up 3.2% in the 12 months to Q3 2022

Key Findings

  • Average weekly earnings were €864.32 in Q3 2022, an increase of 3.2% from €837.61 in Q3 2021.

  • Average hourly earnings increased by 3.5% to €26.17 from €25.29 in Q3 2021.

  • Average weekly paid hours were 33.0 in Q3 2022, a decrease of 0.3% from the Q3 2021 value of 33.1.

  • There was no change in the job vacancy rate of 1.5% at the end of Q3 2022 from Q3 2021, but it was down from the 1.6% recorded at the end of Q2 2022.

  • Average hourly other labour costs increased by 60.7% to €4.13 from €2.57 in Q3 2021.

  • The sector with the highest average hourly total labour costs was the Information & Communication sector with a rate of €49.51, followed by the Education sector at €43.24.

  • The sectors with the lowest cost of employing labour were the Accommodation & Food Services Activities with average hourly total labour costs of €16.90 and Arts, Entertainment, Recreation & Other Service Activities with €22.58.

  • The sectors with the highest job vacancy rate in Q3 2022 were Professional, Scientific & Technical Activities (3.8%), followed by the Financial, Insurance & Real Estate Activities (2.8%).

Statistician's Comment

The Central Statistics Office (CSO) has today (29 November 2022) issued Earnings and Labour Costs results in respect of Preliminary estimates for Q3 2022 and Final estimates for Q2 2022.

Commenting on the data, Louise Egan, Statistician in the Earnings Analysis Division, said: “Preliminary estimates for Q3 2022 show average weekly earnings were €864.32, an increase of 3.2% compared with €837.61 in Q3 2021. Average weekly earnings rose by 12.4% over three years from €769.14 in Q3 2019 (pre-COVID-19) to €864.32 in Q3 2022.

Average hourly earnings increased on an annual basis by 3.5% to €26.17 while average weekly paid hours decreased by 0.3% to 33.0 in the year from Q3 2021 to Q3 2022. Average hourly earnings rose by 11.2% over three years from €23.53 in Q3 2019 to €26.17 in Q3 2022. 

Average hourly other labour costs increased by 60.7% across all economic sectors to €4.13 from €2.57 in Q3 2021. A significant factor in this increase was the ending of the Employment Wage Subsidy Scheme (EWSS) on 31 May 2022. Refunded payments to enterprises, including EWSS, were recorded as subsidies and refunds received, being amounts received by enterprises intended to refund part or all of the cost of wages and salaries and were deducted from other labour costs.

Preliminary estimates for Q3 2022 show that it is the first quarter since Q1 2020 that the Accommodation & Food Service Activities has had a positive value for average hourly other labour costs. During the COVID-19 pandemic average hourly other labour costs dropped to a low of -€8.27. Average hourly other labour costs now stand at €1.63 for the sector, an increase of 13.2% from Q3 2019.

The job vacancy rate in Q3 2022, which measures job vacancies on the last working day of the quarter, was 1.5%, down from 1.6% at the end of Q2 2022 and up from 0.9% at the end of Q3 2019."

Editor's Note: While there is no internationally agreed methodology for assessing the public/private sector wage gap, the CSO has published analysis of the differential using a matched Labour Force Survey and P35 dataset for 2015-2018. This analysis took account of compositional differences between the public and private sector, such as occupational mix, sectors of activity, gender balance, union membership, etc. The public sector pay gap in 2018 was estimated to range from -3.8% to +0.1% depending on the specification applied and the treatment of the Pension Levy.

Earnings and Hours

Average weekly earnings were €864.32 in Q3 2022, an increase of 3.2% compared with €837.61 from one year earlier according to preliminary estimates of the Earnings and Labour Costs quarterly release. The sector showing the largest annual percentage increase in average weekly earnings in Q3 2022 was the Information & Communication sector (10.8%) where average weekly earnings rose from €1,335.88 to €1,480.25 in the year to Q3 2022. The second largest increase was 8.6% in the Transportation & Storage sector which rose from €778.36 to €845.25 over the year.

In the five years to Q3 2022, average weekly earnings rose by 20.5%. All sectors saw increases to average weekly earnings over this period.

Average hourly earnings increased on an annual basis by 3.5% to €26.17 in Q3 2022, while average weekly paid hours decreased from 33.1 in Q3 2021 to 33.0 in Q3 2022.

Total Labour Costs

Average hourly total labour costs were €30.30 across all economic sectors in Q3 2022. The sector with the highest average hourly total labour costs was the Information & Communication sector with a rate of €49.51, followed by the Education sector at €43.24. The sectors with the lowest cost of employing labour were Accommodation & Food Services Activities with average hourly total labour costs of €16.90 and Arts, Entertainment, Recreation & Other Service Activities with €22.58.

Average hourly total labour costs increased by 18.1% over the five years to Q3 2022, from €25.65 per hour to €30.30. The percentage changes across the sectors ranged from 7.5% in Transportation & Storage to 33.2% in Information & Communication.

Public Sector

Average weekly earnings increased by 0.6% across the public sector in the year to Q3 2022, rising from €1,050.48 to €1,056.63. An Garda Síochána recorded the highest average weekly earnings in the public sector of €1,365.78 in Q3 2022 while those in Education recorded the highest average hourly earnings in the quarter of €44.12.

The job vacancy rate in Q3 2022, which measures job vacancies on the last working day of the quarter, remained unchanged at 1.5% from Q3 2021. It was down slightly from 1.6% recorded at the end of Q2 2022.

The sectors with the highest job vacancy rate in Q3 2022 were Professional, Scientific & Technical Activities (3.8%), followed by Financial, Insurance & Real Estate Activities (2.8%).

Rounded to the nearest 100, the number of job vacancies at the end of Q3 2022 was 33,100, representing an increase of 2,000 from the end of Q3 2021.
