go to full release

Estimated gross output by the environment goods and services sector was €7.2 billion in 2018, an increase of 7% on 2017 (see Table A). Environment protection activities accounted for €3.0 billion (41%) of total environment goods and services sector gross output in 2018 while Resource management activities accounted for €4.2 billion (59%) of gross output. The percent share related to environment protection activities has been steadily increasing over time on foot of growth in renewable energy and investment in water services.

Environment goods and services sector activities can be classified according to their purpose. Regulation (EU) 691/2011 distinguishes two broad types of environment activities according to their purpose:

“Environmental protection activities include all activities and actions which have as their main purpose the prevention, reduction and elimination of pollution and of any other degradation of the environment, and

Resource management activities include the preservation, maintenance and enhancement of the stock of natural resources and therefore the safeguarding of those resources against depletion.”

Figure 1 shows that estimated gross output by the environment goods and services sector (EGSS) was €5.1 billion in 2010, falling to €4.7 billion in 2012 before rising to €7.2 billion in 2018 (see Table 1A). As a percentage of national output (modified Gross National Income), estimated gross output by the environment goods and services sector in 2010 was 3.9%. Estimated gross output by the environment goods and services sector as a percentage of national output has remained steady, accounting for 3.6% of national output in 2018.

Estimated gross output in environment protection activities were €2.4 billion in 2010, falling to €2.3 billion in 2012 before reaching €3.0 billion in 2018 (see Table 1A). In 2018 waste management accounted for €1.7 billion or 57% of gross output related to environment protection. Wastewater management accounted for €0.7 billion or 24% of estimated gross output related to environment protection in 2018.

In 2010 estimated gross output in resource management activities were €2.7 billion, falling to €2.4 billion in 2011, before rising steadily to reach €4.2 billion in 2018 (see Table 1A). Renewable energy related activity, which includes capital investment related to windfarms, accounted for €1.8 billion or 43% of estimated gross output related to resource management. Meanwhile energy saving, which includes home insulation and retrofitting, accounted for just under €1.0 billion or 22% of estimated gross output related to resource management in 2018. In 2010 the percent share of gross output in resource management related to renewables and energy saving was 39% and 20% respectively.

Table 1B shows estimated gross value added (GVA) by the environment goods and services sector. €3.0 billion in GVA on environment goods and services was generated in 2018. Environment protection activities accounted for €1.2 billion (42%) of total environment goods and services GVA in 2018 while Resource management activities accounted for €1.7 billion (58%) of environment related GVA. As a percentage of environment goods and services gross output, GVA was 41% in 2018. In 2011 GVA accounted for 34% of gross output in environment goods and services.

Table 1C shows estimated full-time equivalents employed in the environment goods and services sector. Employment in environment goods and services activities was 40,900 in 2018. Environment protection activities employed 20,200 while Resource management activities employed 20,700 in 2018. As a percentage of those in employment in the labour force environment goods and services employment was 1.8% in 2018. In 2012 the percent share of those employed in the environment goods and services sector was 1.6%.
