Wholesale Price Index November 2025

Wholesale electricity prices rose by over 21% in the month to November 2025

Key Findings

  • Wholesale electricity prices rose by 21.9% in the month to November 2025 but were 16.0% lower than November 2024.

  • Domestic producer prices for manufactured goods were on average 1.1% higher in November 2025 compared with a year earlier, while producer prices for exported goods were down by 6.0%. Overall, manufacturing producer prices were 5.3% lower in the year.

  • Producer prices for food products increased by 3.0% in the 12 months to November 2025, while the Food Products, Beverages & Tobacco Index was up by 2.0%.

  • Some of the most notable changes in producer prices for food products over the 12 months to November 2025 were: Dairy Products (+11.1%), Meat & Meat Products (+6.7%), Fish & Fish Products (+5.1%), and Vegetables & Animal Oils & Fats (-16.2%).

  • The most noteworthy changes in other producer prices in the year to November 2025 were: Chemicals & Chemical Products (+30.8%), Beverages (-5.1%), and Mining & Quarrying (-2.6%).

  • Wholesale prices for construction products increased by 0.1% in the month to November 2025 and rose by 1.0% in the 12 months since November 2024.

Statistician's Comment

The Central Statistics Office (CSO) has today (22 December 2025) published the Wholesale Price Index (WPI) for November 2025.

Commenting on the release, Deirdre Toher, Statistician in the Prices Division, said:

“Wholesale price inflation remained unchanged in November 2025 in the overall Producer Price Index for manufacturing industries in the month.

The price index for export sales was unchanged since October 2025, while the index for home sales was down by 0.1% in the month.

Producer prices for products sold on the domestic market were 1.1% higher in November 2025 compared with November 2024. In the 12 months to November 2025, export producer prices fell by 6.0%, while overall producer prices were down by 5.3%.

Electricity and Food Prices

Wholesale electricity prices rose by 21.9% in November 2025 when compared with October 2025 but were 16.0% lower than November 2024. They have fallen by 68.3% when compared with the peak that occurred in August 2022.

Producer prices for food products declined by 0.1% since October 2025 but rose by 3.0% in the year since November 2024. Some of the most notable changes in producer prices for food products over the 12 months to November 2025 were for Dairy Products (+11.1%), Meat & Meat Products (+6.7%), Fish & Fish Products (+5.1%), and Vegetables & Animal Oils & Fats (-16.2%) (See Table 2).

Construction Products

The All Materials Index for Construction Products increased by 0.1% in November 2025 and rose by 1.0% in the 12 months since November 2024. The Building & Construction Index (i.e. Materials and Wages) was unchanged in the month and was 2.0% higher than the same month last year (See Tables 3 and 4).”

Wholesale prices for Construction Products increased by 1.0% over the 12 months to November 2025

Notable annual increases and decreases in Construction Products as shown in Table 3 include:

  • Copper Pipes & Fittings: (+6.9%)
  • Plaster: (+6.7%)
  • Ready Mixed Mortar & Concrete: (+4.8%)
  • Rough Timber (Hardwood): (+4.6%)
  • Bituminous Emulsions: (-5.8%)
  • Protection & Communication Equipment: (-4.8%)

The Building & Construction Index (i.e. Materials and Wages) was unchanged in the month to November 2025 and was up by 2.0% in the 12 months to November 2025. This index combines the All Materials Index with a measure of the change of wages in the Construction sector to provide an overall index for input construction costs (See Table 4).

Wholesale electricity prices decreased by 16.0% annually

There was a rise of 21.9% in the price of wholesale electricity in November 2025. The price of electricity was 16.0% lower than in November 2024 and was 68.3% lower when compared with the peak that occurred in August 2022.

The price index for all energy fuels rose by 4.7% in November 2025 and was up by 2.3% in the year since November 2024.

The overall Energy Products Index has risen by 17.1% since October 2025 but was 12.0% lower when compared with November 2024 (See Figure 3 and Table 5).
