Wholesale electricity prices fell by almost 21% in the 12 months to December 2025

Key Findings

  • Wholesale electricity prices fell by 11.7% in the month to December 2025 and were 20.9% lower than December 2024. 

  • Domestic producer prices for manufactured goods were on average 0.8% higher in December 2025 compared with December 2024, while producer prices for exported goods were down by 7.2%. Overall, manufacturing producer prices were 6.4% lower in the year.

  • Producer prices for food products increased by 1.7% in the 12 months to December 2025, while the Food Products, Beverages & Tobacco Index was up by 1.0%.

  • Some of the most notable changes in producer prices for food products over the 12 months to December 2025 were: Dairy Products (+11.1%), Fish & Fish Products (+5.1%), and Vegetables & Animal Oils & Fats (-16.2%).

  • The most noteworthy changes in other producer prices in the year to December 2025 were: Chemicals & Chemical Products (+30.8%), Pulp, Paper & Paper Products (+3.0%), Other Non-Metallic Mineral Products (+2.7%), Beverages (-3.3%), and Mining & Quarrying (-3.1%).

  • Wholesale prices for Construction Products declined by 0.1% in the month to December 2025 but rose by 0.9% in the 12 months since December 2024.

Statistician's Comment

The Central Statistics Office (CSO) has today (22 January 2026) published the Wholesale Price Index (WPI) for December 2025.

Commenting on the release, Deirdre Toher, Statistician in the Prices Division, said:

“This release not only covers December 2025 data, it also provides full year results for 2025 and allows for annual average values to presented, as well as month-on-month changes.

Wholesale price inflation showed a decrease in December 2025 with a 0.6% decline in the overall Producer Price Index for manufacturing industries in the month.

The price index for export sales was down by 0.7% since November 2025, while the index for home sales was up by 0.1% in the month.

Producer prices for products sold on the domestic market were 0.8% higher in December 2025 compared with December 2024. In the 12 months to December 2025, export producer prices fell by 7.2%, while overall producer prices were down by 6.4%.

The annual average of the overall Producer Price Index for manufacturing industries for 2025 was down 2.9% on the annual average for 2024.

Electricity Prices

Wholesale electricity prices dropped by 11.7% in December 2025 when compared with November 2025 and were 20.9% lower than December 2024. They have fallen by 72.0% when compared with the peak that occurred in August 2022.

Annual average prices of electricity increased by 5.5% in 2025 compared with the 2024 average.

Construction Products

The All Materials Index for Construction Products decreased by 0.1% in December 2025 but rose by 0.9% in the 12months since December 2024. The Building & Construction Index (i.e. Materials and Wages) was unchanged in December 2025 and was 2.0% higher than December 2024. 

The annual average of the All Materials Index increased by 0.9% on the 2024 annual average while the Building & Construction Index (i.e. Materials and Wages) annual average for 2025 was 2.0% higher than the 2024 annual average (See Tables 3 and 4).”

Wholesale prices for Construction Products increased by 0.9% over the 12 months to December 2025

Notable annual increases and decreases in construction products as shown in Table 3 include:

  • Pipes & Fittings: (+5.3%)
  • Plaster: (+5.2%)
  • Ready Mixed Mortar & Concrete: (+4.8%)
  • Rough Timber (Hardwood): (+4.6%)
  • Bituminous Emulsions: (-5.8%)
  • Protection & Communication Equipment: (-4.8%)

Prices in some construction materials showed changes during 2025. The annual average for Ready Mixed Mortar & Concrete was up 4.8% on the 2024 average. Cement prices saw an increase of 3.4% in the 2025 annual average over the annual average of 2024. The annual average in 2025 for Electrical Fittings decreased by 3% relative to the annual average of 2024. Stone, Sand & Gravel prices increased, with the 2025 average prices up 2.5% on the 2024 average.

The annual average of the All Materials Index increased by 0.9% on the 2024 annual average (See Table 3).

The Building & Construction Index (i.e. Materials and Wages) was unchanged in the month to December 2025 and was up by 2.0% in the 12 months to December 2025. This index combines the All Materials Index with a measure of the change of wages in the Construction sector to provide an overall index for input construction costs (See Table 4).

Wholesale electricity prices decreased by 20.9% since December 2024

There was a fall of 11.7% in the price of wholesale electricity in December 2025. The price of electricity was 20.9% lower than in December 2024 and was 72.0% lower when compared with the peak that occurred in August 2022.

The price index for all energy fuels fell by 4.7% in December 2025 and was down by 3.1% in the year since December 2024.

The overall Energy Products Index fell by 9.9% since November 2025 and was 16.8% lower when compared with December 2024 (See Figure 3 and Table 5).

There were increases in wholesale electricity prices during 2025, with annual average prices up 5.5% compared with the 2024 annual average. This comes after a fall of 11.0% during 2024. Other wholesale energy fuels fell in price, and the annual average for All Energy Products was up by 2.5% on the 2024 annual average index (See Table 5).

Annual Average Price Changes in Producer Prices for home, export and total sales for 2025

Annual averages of overall prices received by Irish manufacturers decreased by 2.9% in 2025 following on from a rise of 0.9% in 2024. The annual average of the price index for goods sold on the home market went up by 1.0% in 2025 having increased by 0.3% in 2024. The annual average of the price index for exported goods fell by 3.3% in 2025 following a rise of 0.9% in the previous year (See Table 6).

Producer prices were affected by a number of factors during 2025 including fluctuations in the Euro exchange rate and market supply and demand. The average exchange rate for the US dollar and Sterling are shown in Table 7 below. Other global factors including uncertainty regarding tariffs also had an effect on market supply and demand during the year.
