Ireland’s UN SDGs - Goal 11 Sustainable Cities and Communities

The 17 UN SDGs are a set of global development targets adopted by the United Nations (UN) member countries in September 2015 to achieve a better and more sustainable future for all.  The UN SDGs are driving the global development agenda towards Agenda 2030.

The Sustainable Development Goals National Implementation Plan 2018-2020 is in direct response to the 2030 Agenda for Sustainable Development and provides a whole-of-government approach to implement the 17 Sustainable Development Goals. 

This Publication for 'Goal 11 Sustainable Cities and Communities' has 15 SDG indicators which are divided into four main chapters: Society, Environment, Planning and Infrastructure.

Society 

SDG 11.1.1 Proportion of urban population living in slums, informal settlements or inadequate housing is indicated by data from the CSO and the Department of Housing, Local Government and Heritage.

The Department of Housing, Local Government and Heritage Homelessness Regions are shown in Table 8.1.

The number of adults accessing Local Authority Emergency Accommodation by county in December 2021, is shown in Table 8.2.

SDG 11.2.1 Proportion of population that has convenient access to public transport, by sex, age and persons with disabilities was published by the CSO, SDG Division.

SDG 11.3.1 Ratio of land consumption rate to population growth rate is based on data published by Eurostat.

SDG 11.3.2 Proportion of cities with a direct participation structure of civil society in urban planning and management that operate regularly and democratically is published by the Department of Housing, Local Government and Heritage.

Environment

SDG 11.4.1 Total per capita expenditure on the preservation, protection and conservation of all cultural and natural heritage, by source of funding (public, private), type of heritage (cultural, natural) and level of government (national, regional, and local/municipal); the public expenditure on heritage is published by the Government of Ireland in their Budget 2022 Report and also in A National Biodiversity Expenditure Review for Ireland (Reference: Morrison, R., & Bullock, C., (2018) University College Dublin).

SDG 11.5.1 Number of deaths, missing persons and directly affected persons attributed to disasters per 100,000 population currently has no available national source.

SDG 11.5.2 Direct economic loss in relation to global GDP, damage to critical infrastructure and number of disruptions to basic services, attributed to disasters currently has no available national source.

SDG 11.6.1 Proportion of municipal solid waste collected and managed in controlled facilities out of total municipal waste generated by cities is published by the Environmental Protection Agency (EPA).  Additional information is published in the CSO Environmental Indicators Ireland 2021 report.

SDG 11.6.2 Annual Mean Levels of Fine Particulate Matter (e.g. PM2.5 and PM10) in cities (population weighted) is monitored and reported on by the Environmental Protection Agency (EPA).  Further information on air pollutant emissions is published in the CSO Environmental Accounts Air Emissions report.

Planning

SDG 11.7.1 Average share of the built-up area of cities that is open space for public use for all, by sex, age and persons with disabilities is published on each City Council website in the section with information on public parks.  Additional information on public use of parks is published by the CSO.

SDG 11.7.2 Proportion of persons victim of physical or sexual harassment, by sex, age, disability status and place of occurrence, in the previous 12 months is indicated by the CSO, Crime Statistics.

SDG 11.a.1  Number of countries that have national urban policies or regional development plans that (a) respond to population dynamics; (b) ensure balanced territorial development; and (c) increase local fiscal space is published by the Department of Housing, Local Government and Heritage.  National Development plans are published in Project Ireland 2040.

Infrastructure

SDG 11.b.1 Number of countries that adopt and implement national disaster risk reduction strategies in line with the Sendai Framework for Disaster Risk Reduction 2015–2030; national disaster risk reduction strategies are set out in the National Adaptation Framework (NAF).

SDG 11.b.2 Proportion of local governments that adopt and implement local disaster risk reduction strategies in line with national disaster risk reduction strategies is indicated in the National Adaptation Framework (NAF).

SDG Target 11.c Support least developed countries, including through financial and technical assistance, in building sustainable and resilient buildings utilizing local materials is classified as Tier 3 in the IAEG-SDGs classifications.  No suitable replacement indicator was proposed.  The global statistical community is encouraged to work to develop an indicator that could be proposed for the 2025 comprehensive review.  See E/CN.3/2020/2, paragraph 23.

Tier Classification for Global UN SDG Indicators

All indicators data are classified by the IAEG-SDGs into three tiers based on their level of methodological development and the availability of data at the global level.

Tier Classification Criteria/Definitions:
Tier 1: Indicator is conceptually clear, has an internationally established methodology and standards are available, and data are regularly produced by countries for at least 50 per cent of countries and of the population in every region where the indicator is relevant.
Tier 2: Indicator is conceptually clear, has an internationally established methodology and standards are available, but data are not regularly produced by countries.
Tier 3: No internationally established methodology or standards are yet available for the indicator, but methodology/standards are being (or will be) developed or tested.
