Under the European System of Accounts 2010 (ESA 2010), general government is one of five mutually exclusive institutional sectors in the domestic economy:
(a) non-financial corporations (S.11);
(b) financial corporations (S.12);
(c) general government (S.13);
(d) households (S.14);
(e) non-profit institutions serving households (S.15).
Figure 2.1 below, illustrates the breakdown of the domestic institutional sectors in Ireland.
The general government sector is divided into four subsectors: central government (S.1311), state government (S.1312) (not applicable in Ireland), local government (S.1313) and social security funds (S.1314).
The Register of Public Sector Bodies 2025 – Provisional covers all general government (S.13) and all public corporations in the non-financial (S.11) and financial (S.12) sectors and comprises 883 public sector bodies.
A breakdown of the 883 bodies in the public sector (comprising both general government units and public corporations that while they are outside general government, are under public control) is provided in Figure 1.1 "Breakdown of Public Sector" in the Public Sector chapter.
