The number of non-domestic Building Energy Rating (BER) audits performed in certain months have been adversely impacted by the COVID-19 pandemic. For further information please see the SEAI website.
There was an increase of 14% in the number of non-domestic Building Energy Rating (BER) audits reported between July and September (Q3) 2022 compared with Q3 2021. (see Table 1)
Of the non-domestic BER audits conducted on buildings since 2009, 2% were awarded an A rating, 13% a B rating, and 33% were given a C rating. (see Table 3)
More than one-third (36%) of non-domestic buildings constructed between 2020 and 2022 received an A rating compared with 21% built between 2015-2019. (see Table 13)
The most energy efficient building types audited during 2009-2022 were Schools and Colleges with 37% awarded an A rating. (see Table 3)
The highest proportion of A ratings for non-domestic buildings was in County Kildare at 5%. (see Table 4)
Looking at Dublin postal districts, Dublin 15 had the highest proportion of A rated non-domestic buildings at 4%. (see Table 5)
BER certificates expire after 10 years unless a new audit has been undertaken. This means that many of the 2009 certificates expired in 2019. The CSO has included these expired certificates in this release.

Commenting on the release Dympna Corry, Statistician in the Environment and Climate Division, said: "There were 1,276 Building Energy Rating (BER) audits reported between July and September (Q3) 2022 compared with 1,122 in Q3 2021. There was a 16% increase in the number of non-domestic BER audits reported in July 2022 when compared with July 2021. The number of non-domestic BER audits also increased in August 2022 which was 9% higher than August 2021, and in September 2022, which was 16% above September 2021. There were 69,810 non-domestic BER audits conducted in the period 2009 to 2022. Of the non-domestic BER audits conducted since 2009, 2% of buildings were awarded an A rating, 13% a B rating, and 33% were given a C rating.
BER audits were conducted for 1,267 non-domestic buildings constructed between 2020 and 2022. More than one-third (36%) of these buildings received an A rating compared with 21% of non-domestic buildings constructed during 2015 to 2019. The most energy efficient building types audited during 2009-2022 were Schools and Colleges with 37% awarded an A rating. The second most energy efficient buildings were Nursing Residential Homes and Hostels with 11% rated A. The least energy efficient building types, defined by a G rating, were Workshops and Maintenance Depots (23%) followed by Other Buildings (19%).
The highest proportion of A ratings was in County Kildare at 5%. County Kilkenny had the highest proportion of G rated buildings at 18%. Looking at Dublin postal districts, Dublin 15 had the highest proportion of A ratings at 4% followed by 3% for Dublin 2, Dublin 4, and Dublin 11. The highest proportion of G ratings was 18% in Dublin 8.
The average floor area of all audited non-domestic dwellings was 696 square metres. This average size varied from 3,212 square metres for hotels to 289 square metres for Restaurants and public houses."
