Statistician's Comment
The Central Statistics Office (CSO) has today (20 November 2024) published Irish Tax Statistics 2023
Commenting on the release, Elaine O'Sullivan, Statistician in the Government Accounts Division, said: “Today’s release shows continued growth in tax receipts and Pay Related Social Insurance (PRSI). Total tax revenues for Ireland were almost €116 billion in 2023. This was an increase of 5% or €6 billion on 2022 total tax revenue receipts. For comparison the cash-based Exchequer data showed €88 billion in 2023, but note that this does not include PRSI and other non-Exchequer revenues classified as taxes.
Continued Growth in Tax Revenues
General government taxes continue to grow steadily and in 2023 were double the levels seen 10 years ago. Much of this growth occured in more recent years. The level of growth in 2023 was lower than the increases seen in 2022 but it is a return to a more typical prepandemic growth rate.
Taxes by Category
More than half of all tax receipts were from direct taxes on income and wealth; the largest taxes in this area were corporation tax and income tax which includes Pay As You Earn (PAYE). As noted above, total taxes rose by €6 billion in 2023 and taxes on income and wealth contributed more than half of this.
There were strong revenues for taxes on products which includes VAT and excise duties. VAT receipts increased by 6% in 2023 resulting in a contribution to revenue of €20 billion.
Technical Information
This release is based on the National Tax List (NTL) compiled by the CSO and transmitted to Eurostat. The NTL is part of the national accounts framework (European System of Accounts 2010) where taxes are compiled on a general government accrual basis. In simple terms this takes the cash-based Revenue Commissioners’ data and adjusts the timing of receipts to align with the time of activity. The data also covers a broader range of tax receipts such as Local Property Tax and local authority commercial rates."
