Revenue

Total revenue of general government increased by over €3.4 billion (17.5%), from €19.8 billion in Q3 2020 to €23.2 billion in Q3 2021 and has exceeded the pre-pandemic level recorded in Q3 2019. Taxes and social contributions make up more than 93% of general government revenue. This quarter these categories increased by €3.3 billion, compared to Q3 2020, to reach €21.6 billion. VAT increased by €0.7 billion; taxes on income, profits and capital gains increased by €2.1 billion (mainly due to increased receipts from income tax and corporation tax); and social contributions, mainly PRSI receipts, increased by €0.1 billion.

Expenditure

On the expenditure side of the account, at €26.1 billion, Q3 2021 was roughly in line with the level of expenditure in Q3 2020 (€26.3 billion). While compensation of employees increased to €6.7 billion from €5.9 billion in Q3 2020, (an increase of €0.7 billion), there were largely offsetting reductions in expenditure on social benefits (decrease of €0.4 billion), interest payments (decrease of €0.2 billion), gross fixed capital formation (decrease of €0.2 billion) and capital transfers (decrease €0.1 billion).

Direct spending on COVID-19 measures amounted to approximately €2.6 billion this quarter. The main elements of this expenditure were:

  • Employment Wage Subsidy Scheme €1.2 billion;
  • Pandemic Unemployment Payment €0.6 billion;
  • COVID-19 related health expenditure €0.6 billion.
