Consumer Price Index July 2025

Consumer prices rose by 1.7% over the 12 months to July 2025

Key Findings

  • The Consumer Price Index (CPI) rose by 1.7% between July 2024 and July 2025, down from an annual increase of 1.8% in the 12 months to June 2025.

  • Excluding energy and unprocessed food, the CPI grew by 1.8% in the 12 months to July 2025.

  • The divisions with the largest increases in the 12 months to July 2025 were Food & Non-Alcoholic Beverages (+4.7%) and Alcoholic Beverages & Tobacco (+3.0%).

  • The divisions to record the largest declines when compared with July 2024 were Transport (-2.8%) and Clothing & Footwear (-2.4%).

  • Consumer prices rose by 0.1% in the month between June 2025 and July 2025.

  • The divisions with the largest growth in the month were Recreation & Culture (+1.8%) and Transport (+1.1%).

  • The divisions with the largest declines in the month were Clothing & Footwear (-6.3%) and Miscellaneous Goods & Services (-0.3%).

Statistician's Comment

The Central Statistics Office (CSO) has today (07 August 2025) published the Consumer Price Index (CPI) July 2025.

Commenting on the release, Anthony Dawson, Statistician in the Prices Division, said: “Today’s release of the CPI shows that prices for consumer goods and services in July 2025 rose by 1.7% on average when compared with July 2024.

Annual Changes 

The most significant increases in the 12 months to July 2025 were seen in Food & Non-Alcoholic Beverages (+4.7%) and Alcoholic Beverages & Tobacco (+3.0%). The annual change in Food & Non-Alcoholic Beverages costs reflects a rise in prices across a range of products, such as beef & veal and butter.

Transport (-2.8%) and Clothing & Footwear (-2.4%) were the divisions to show the largest declines when compared with July 2024.

Monthly Changes

Consumer prices in July 2025 rose by 0.1% in the month compared with July 2024, when prices were up by 0.2% in the month. In July 2025, the most significant monthly price rises were in Recreation & Culture (+1.8%) and Transport (+1.1%). The increase in Recreation & Culture was due to higher prices for package holidays.

Clothing & Footwear (-6.3%) and Miscellaneous Goods & Services (-0.3%) were the divisions to show the largest declines when compared with June 2025.

It should be noted that these figures relate to the CPI. The Flash Estimate Press Statement published on 31 July 2025 related to the EU Harmonised Index of Consumer Prices (HICP).

National Average Prices  

The National Average Prices for selected goods and services for July 2025 are also published today. The National Average Prices are compiled together with the CPI.

Commenting on the National Average Prices, Anthony Dawson said: “There were price increases in the 12 months to July 2025 for a pound of butter (+€1.08), Irish cheddar per kg (+70c), two litres of full fat milk (+28c), an 800g loaf of white sliced pan (+5c), and an 800g loaf of brown sliced pan (+3c). There were decreases in the price of a 2.5kg bag of potatoes (-33c) and spaghetti per 500g (-4c) when compared with July 2024.”

Headline Table and Graph

Figure 1 shows the development of the CPI and HICP over recent months. It also shows the recent difference between the CPI and HICP. This difference is primarily due to the fact the CPI includes mortgage interest whereas the HICP does not include mortgage interest.

Annual and Monthly Price Changes

Prices on average, as measured by the CPI, were 1.7% higher in July 2025 compared with July 2024.

The most notable changes in the year were increases in Food & Non-Alcoholic Beverages (+4.7%), Alcoholic Beverages & Tobacco (+3.0%), Restaurants & Hotels (+2.7%) and Health (+2.6%). The divisions to show a decrease were Transport (-2.8%), Clothing & Footwear (-2.4%) and Furnishings, Household Equipment & Routine Household Maintenance (-0.5%).

Consumer Prices in July, as measured by the CPI, increased by 0.1% in the month. During July of last year, prices rose by 0.2% in the month. The most significant monthly price rises were in Recreation & Culture (+1.8%) and Transport (+1.1%). The largest decreases were recorded in Clothing & Footwear (-6.3%) and Miscellaneous Goods & Services (-0.3%).

Contributions to the Overall CPI

Annual Change

Table 3 shows the contribution of each 2-digit COICOP1 division to the overall change in the CPI. A detailed breakdown of the individual components of each of the 12 COICOP divisions is presented in Tables 4 to 15.

The divisions which caused the largest upward percentage point (pp) contributions to the CPI in the year were Restaurants & Hotels (+0.55 pp), Food & Non-Alcoholic Beverages (+0.48 pp), Housing, Water, Electricity, Gas & Other Fuels (+0.38 pp) and Recreation & Culture (+0.23 pp).

The divisions to cause a downward contribution to the CPI in the year were Transport (-0.37 pp), Clothing & Footwear (-0.06 pp) and Furnishings, Household Equipment & Routine Household Maintenance (-0.03 pp).

The main factors contributing to the annual change were as follows:

  • Restaurants & Hotels increased primarily due to higher prices for alcoholic drinks and food consumed in licensed premises, restaurants, cafes etc.
  • Food & Non-Alcoholic Beverages rose due to higher prices across a range of products such as meat, chocolate & confectionery and milk, cheese & eggs. 
  • Housing, Water, Electricity, Gas & Other Fuels increased primarily due to higher rents, and an increase in the cost of electricity. This increase was partially offset by a reduction in the price of liquid fuels (home heating oil).
  • Recreation & Culture rose mainly due to higher prices for recreational & sporting services, recording media and cultural services. 
  • Transport decreased primarily due to lower prices for airfares, petrol and diesel. This reduction was partially offset by higher prices for the maintenance & repair of personal transport equipment.
  • Clothing & Footwear fell due to lower prices for garments and shoes & other footwear.
  • Furnishings, Household Equipment & Routine Household Maintenance decreased primarily due to lower prices for furniture & furnishings and household textiles.

Monthly Change

The divisions which caused the largest upward percentage point contributions to the CPI in the month were Recreation & Culture (+0.15 pp) and Transport (+0.12 pp). The divisions which caused the largest downward percentage point contributions to the CPI in the month were Clothing & Footwear (-0.26 pp) and Miscellaneous Goods & Services (-0.03 pp).

The main factors contributing to the monthly change were as follows:

  • Recreation & Culture rose mainly due to higher prices for package holidays.
  • Transport increased primarily due to higher prices for airfares, diesel and petrol.
  • Clothing & Footwear fell due to sales.
  • Miscellaneous Goods & Services fell mainly due to lower prices for jewellery, clocks & watches and other personal effects.

CPI sub-indices

Tables 4 to 15 detail all COICOP1 sub-indices of the CPI.

Table 2 and table 17 detail selected consumer price index sub-indices. The sub index for Services rose by 2.2% in the year to July, while Goods increased by 1.0%. Services, excluding mortgage interest repayments, increased by 2.3% in the year since July 2024.

The CPI excluding tobacco increased by 0.2% in the month of July and rose by 1.6% in the year. The CPI excluding mortgage interest rose by 0.1% in the month and increased by 1.8% in the year.

Harmonised Index of Consumer Prices

Prices on average, as measured by the EU Harmonised Index of Consumer Prices (HICP), increased by 1.6% compared with July 2024.

Table 19 details the COICOP sub-indices for the HICP. The most notable changes in the year were increases in Food & Non-Alcoholic Beverages (+4.7%), Alcoholic Beverages & Tobacco (+3.0%), Housing, Water, Electricity, Gas & Other Fuels (+2.9%) and Restaurants & Hotels (+2.7%). There were decreases in Transport (-2.7%), Clothing & Footwear (-2.5%), Miscellaneous Goods & Services (-0.7%) and Furnishings, Household Equipment & Routine Household Maintenance (-0.6%).

The HICP increased by 0.2% in the month. This compares to an increase of 0.2% recorded in July of last year. 

The most significant monthly price rises were in Recreation & Culture (+1.8%) and Transport (+1.2%). There were decreases in Clothing & Footwear (-6.4%) and Miscellaneous Goods & Services (-0.5%).

National Average Price

National Average Prices for selected goods and services for July 2025 are detailed in Table 20.

Looking at the National Average Prices of some staple items:

  • The national average price for bread (large (800g) white sliced pan) increased by 5 cents in the year to July 2025, while the same size brown sliced pan increased by 3 cents in the year.
  • Spaghetti per 500g reduced by 4 cents in the year, while the average price for 2.5kg of potatoes was down 33 cents.
  • The national average price of full fat milk per 2 litres was up 28 cents in the year, while butter per lb rose by 1 euro 8 cents and the average price of Irish cheddar per kg increased by 70 cents.
  • The national average price of a take-home 50cl can of lager at €2.43 was up 1 cent from July 2024, while a take-home 50cl can of cider at €2.70 was up 4 cents.
  • In July 2025, the national average price of a pint of stout in licensed premises was €6.06, up 25 cents in the year, while a pint of lager was €6.50, up 27 cents compared with July 2024.
