The CSO was invited to become involved in this project by the National Public Health Emergency Team (NPHET), the Department of Health (DoH) and the HSE. The reactive nature of the official response to the COVID-19 pandemic meant that there were no time or resources available for direct consultation with data subjects. In
order to ensure the highest data protection standards, the CSO, DoH and HSE consulted with Data Protection Commissioner’s Office and shared the full Data Protection Impact Assessment (DPIA).

In 2020, the Health Information and Quality Authority (HIQA), in partnership with the Department of Health and the HSE, conducted a National Public Engagement Survey on Health Information which was completed in December 2020. The survey asked 1,200 members of the public for their feedback on how their personal health information is collected, used and shared by health and social care services in Ireland and their opinions on the use of digital technologies in this area. The survey found that over 90% of the Irish public think that it is important that health information is used for research purposes.
