Overview

A revised series of the Services Producer Price Index (SPPI) with the base year of 2021=100 has been published as part of the Quarter 1 (Q1) 2026 release alongside updated tables on PxStat. These revisions, for Q1 2021 to Q4 2025, have arisen following a review of the current SPPI processes. This review identified a number of technical issues and the revisions are the result of the CSO implementing a series of improvements to address these issues (see Scope of the Review for further details).

SPPI Data Collection

Price information for the SPPI is collected on a quarterly basis. As of Quarter 1 2026 there are approximately 2,700 quarterly price quotations that are collected from a panel of some 700 respondent firms.

Scope of the Review

Two issues were identified with the implementation of the Laspeyres formula during the review. These are outlined in Table 1 alongside the solution to these issues.

As the CSO was revising the data, the opportunity was taken to review the process as a whole and four further improvements were implemented. These are outlined in Table 2.

Enterprise Weights

A correction was introduced to fix the Laspeyres index formula at the enterprise level as the weights were not processed correctly.

Business Groups which entered coverage mid series

The weights of these business groups were not correctly imputed before they entered the series. These weights have now been recalculated.

Previously the overall weight of the SPPI was constructed with the weight of each business group that was in coverage at the time.

Now each NACE 2 division has its full weight at the start of the series.

It was challenging to introduce new areas of coverage in the old SPPI index without greatly impacting some level of published data.

Now with full weight coverage, the CSO can introduce new areas of coverage without impacting higher level aggregation. 

Imputation of non-respondents

An enterprise which did not respond in a given quarter was assumed to have had no price changes. Now they are imputed with the change of their business group.

The SPPI survey does not contain a full census of all service enterprises which implicitly meant that non-sampled enterprises were imputed with the change of their business group. Non-respondents are now treated the same as out of sample enterprises.

Selection of Supporting Indices

For areas without historical coverage the SPPI uses alternative indices - such as parts of the Consumer Price Index (CPI) – in place of survey data. The CPI indices used for these areas have been updated.

These new Consumer Price Indices were selected as they align more with the SPPI data that has been collected since each area’s introduction to the series.

More granular publication by NACE

Historically the SPPI published grouped aggregates of multiple NACE divisions. In the revised series results are now published at NACE 2- and 3-digit level where relevant and where confidentiality rules allow.

The grouped aggregates were published to account for the previous lack of coverage in the series. The SPPI sample is now more robust and thus allows more granular sectoral detail to be published.

Impact of the Changes:

The overall Service Producer Price Index for the most recently published year of 2025 (base year 2021=100) was 113.6. This figure is being revised to 111.8 (See Table 3).

Figures 1 and 2 compare the revised and previously published data for the overall SPPI for the periods of Q1 2021 to Q1 2026. As can be seen, the indices show similar trends up until late 2023. However, the revised index diverges from the previously published index thereafter.

Appendix 1: Laspeyres Index Formula

At the enterprise level of aggregation for the SPPI, quarterly price relatives are being calculated by taking a weighted arithmetic average of the quarterly change in enterprise prices. The following formula is being used:
