The SHA contains common concepts, definitions, classifications and accounting rules to enable comparability over time and across countries. It provides a basis for uniform reporting by countries with a wide range of different models of organising their national health systems. The SHA also draws a commonly defined boundary around what is health care and distinguishes it from related social care services.
