1. Opening and agenda

Mr McMahon opened and welcomed everyone to the meeting.

The agenda was adopted without amendment.

2. Minutes of meeting 09 March 2023

Minutes of the GUI Bilateral Steering Group meeting on 09 March 2023 were taken as approved.

3. Work Programme Central Statistics Office

Mr Doolan presented on:

  • activity from Jan - May 2023
  • workplans for Jun - Mar 2024

Agreed to add the GUI Governance structure, outlined in Mr Doolan's presentation, to the Governance Documentation.

Ms Roche presented on:

  • Sample plan and noted that the sample frame for Cohort'24 will be built using CRS and GRO data flows.

Ms McGarrigle thanked the CSO for work to date.

4. Work programme Department of Children, Equality, Disability, Integration and Youth

Dr Murray presented on:

  • work plan Jun - Dec 2023

Agreed to send on publications from the launch of the key findings of Cohort'08@13.

Dr Farrell presented on:

  • activity report Jan - May 2023

Mr McMahon thanked DCEDIY for all the work and noted the importance of all the international collaboration in both DCEDIY and CSO.

5. Cross-cohort matters

5a. Communications/events

Mr McMahon noted the good communications and collaboration across the group.

Mr McMahon noted the introduction of SharePoint in the coming months to CSO and advised that there could be scope to use this platform for information sharing purposes between CSO and DCEDIY.

Ms McGarrigle noted the usefulness of meetings like this for communications and suggested the Dept. could lead on setting out future communication plans.

Ms McKevitt noted the following events:

  • 10 July 2023 - Launch of Key Findings of Cohort'08@13
  • 13 July 2023 - International conference by French longitudinal study
  • 08 November 2023 - GUI Conference

5b. Confidentiality Working Group

Mr McMahon to discuss with Mr Dooly from CSO regarding drafting a scoping document on the way forward so that DCEDIY can draft Statutory Instrument on data confidentiality.

5c. Ethics structures

Dr Farrell advised that an Interim Research Ethics Committee has been set up and is chaired by Anne Cleary.

The Dept. undertook to :

  • examine options for ethical observations for the Cohort'24 data needs specification in the absence of a Research Needs Report.
  • present the Research Needs Repor for Cohort'08@17 to the Interim Research Ethics Committe.

6. AOB

6a. Change of date for September meeting (CSO Cork)

Agreed ot meet at 11:30am, 21st September, 2023 in CSO Cork

6b. Dr Farrell informed the steering group that she will be moving to a new role within DCEDIY and will no longer be working on GUI. The GUI Bilateral Steering Group thanked Dr Farrell for her many years of work on GUI.

6c. Estimates 2024

Ms McGarrigle noted that the estimates process has begun for 2024 and that, as per the MoU, the CSO and Dept. would make separate submissions regarding the funding of GUi in line with our respective work allocations.

Mr McMahon concluded the meeting, again thanking Dr Farrell for all her great work on GUI.
