European Commission adopted an implementing act (Commission Implementing Regulation (EU) 2023/138) on high-value datasets on 21 December 2022, which establishes the list of High-Value Datasets (HVD) belonging to the thematic categories and lays down the arrangements for publishing and reusing HVD. The Directive 2019/1024/EU on Open Data & Re-Use of Public Sector Information (Open Data Directive) was transposed into Irish law by S.I. No. 376 of 2021 which came into force on 22nd July, 2021.
The HVD are datasets holding the potential to (i) generate significant socio-economic or environmental benefits and innovative services, (ii) benefit a high number of users, and (iii) be combined with other datasets. The Directive 2019/1024/EU requires that such datasets are available free of charge, are provided via Application Programming Interfaces (APIs) and as a bulk download, where relevant, and are machine-readable. The Directive (EU) 2019/1024 lays down the themes of high-value datasets by listing six thematic data categories: 1) geospatial; 2) earth observation and environment; 3) meteorological; 4) statistics; 5) companies and company ownership; and 6) mobility.
