Goal 7.1By 2030, ensure universal access to affordable, reliable and modern energy services

DECC National Energy and Climate Plan To meet the EU’s energy and climate targets for 2030, EU countries need to establish a 10-year integrated national energy and climate plan (NECP) and submit progress reports for the period from 2021 to 2030. The first progress report was due to the Commission in 2023.
Strategy to Combat Energy Poverty in Ireland The Government’s Strategy to Combat Energy Poverty was published in 2016. The Strategy set out a range of actions to alleviate the burden of energy poverty on the most vulnerable in society. The focus of the strategy is on high impact actions which aimed to make a real difference to the lives of those in energy poverty. 
Goal 7.2By 2030, increase substantially the share of renewable energy in the global energy mix

DECC Renewable Electricity Support Scheme (RESS)  Renewable Electricity Support Scheme (RESS) is a flagship policy to deliver on the Programme for Government to address Ireland’s climate challenges over the coming years and enable us to reach our target of at least 70% renewable electricity by 2030. The RESS is an auction based scheme in which new renewable electricity generators bid to receive support in the form of a guaranteed price over a 15-year period. Over 1GW of new wind and solar generation was secured in the RESS 1 auction in 2020. The Government has approved the final results of the onshore RESS 2 auction, with 2,748 GWh successful in the auction, equating to 414MW of onshore wind and 1,534MW of solar. A future schedule of auctions through to 2025 was published in December 2021.
Climate Action Plan 2021 The Climate Action Plan 2021, reflects the legally binding targets for 2030 and 2050 by setting a roadmap for taking decisive action to meet these. The 2021 Plan was a cross-government project, with inputs and commitments from a range of Government Departments and State Agencies. It provided indicative ranges of emissions reductions required for each sector of the economy to reach our 2030 target, while also setting out the actions needed to deliver these targets. The next Climate Action Plan was developed in 2022 to provide an update on the progress made in meeting Ireland’s national climate objective and will seek to identify any challenges or obstacles in relation to this progress.  
Goal 7.3By 2030, double the global rate of improvement in energy efficiency

DECC National Retrofit Plan; Climate Action Plan 2021; National Energy and Climate Plan The National Retrofit Plan, which was published as part of Climate Action Plan 2021, sets out how the government will deliver on our retrofit targets. The Plan is designed to address barriers to retrofit across four key pillars: driving demand and activity; financing and funding; supply chain, skills and standards; and governance.

Better Energy Programme Ireland had a target of a 20% improvement in energy efficiency by 2020. The new target for 2050 is net zero consumption.
Goal 7.aBy 2030, enhance international cooperation to facilitate access to clean energy research and technology, including renewable energy, energy efficiency and advanced and cleaner fossil-fuel technology, and promote investment in energy infrastructure and clean energy technology
