Following the publication of the fifth Review of the Quality of Crime Statistics in October 2023, the Central Statistics Office (CSO) has lifted the 'Under Reservation' categorisation around Recorded Crime Statistics. This is possible because An Garda Síochána have introduced a range of quality measures over the last number of years which have resulted in sustained improvement in the quality of the underlying crime data. These changes give a level of assurance to users that they can rely on Recorded Crime Statistics.

Serious crimes against the person include Homicide & Related offences, Sexual offences and Attempts/Threats to Murder, Assaults, Harassments & Related offences. The suspected offenders for crime incidents of these offence types were largely men in 2023. Of the 81 suspected offenders of crime incidents of Homicide & Related offences in 2023 which had been detected by March 2025, 75 or 93% were male and just 6 or 7% were female. Within this category of offences, there were 36 suspected offenders of detected crime incidents of Murder or Manslaughter offences and all were male. Of the 45 suspected offenders of detected crime incidents of Dangerous Driving Leading to Death offences, 39 or 87% were male compared with 6 or 13% being female.
Virtually all (98%) of suspected offenders of detected crime incidents of Sexual offences recorded in 2023 were male and this was also the case for the previous two years.
Eight out of ten (80%) of suspected offenders of detected crime incidents of Attempts/threats to Murder, Assaults, Harassments & Related offences in 2023 were male compared with two in ten (20%) for females. This also followed a similar pattern to 2021 and 2022. See Figure 3.1, Table 3.1 and PxStat Table CVA08.

There were 248 suspected offenders of detected crime incidents of Harassment & Related offences in 2023. Of this, 56 suspected offenders or 23% were under 18 years when the crime incident took place. The share of suspected offenders for this offence group aged 30-44 years was 31% and 25% were aged between 45 and 59 years. To a lesser extent, 14% were in the 18-29 age group when the incident took place and 7% were aged 60 years or more.
Crime incidents of Harassment & Related offences would include coercion or coercive control, harassment, incitement to hatred, distributing/publishing/recording intimate image(s), distribution of grossly offensive communications to cause harm and recording intimate image(s) to cause interference or alarm.
Six out of every ten (62%) of suspected offenders for detected crime incidents of Sexual offences were aged between 18 and 44 years of age when the incident occurred. A further 12% of suspected offenders were under 18 years of age and the remaining 26% were at least 45 years of age.
Nearly two thirds (65%) of suspected offenders of assault crime incidents in 2023 that were detected were aged between 18 and 44 years and 16% were under 18 years when the incident took place. The remaining 20% were aged 45 years or older.
Similar to detected crime incidents of assaults, 65% of suspected offenders of detected crime incidents of Homicide & Related offences in 2023 were aged between 18 and 44 years when the incident occurred. Within this offence category, 72% of suspected offenders of detected Murder or Manslaughter crime incidents were in the 18-44 years age group.
