Lifting of Under Reservation Categorisation

Following the publication of the fifth Review of the Quality of Crime Statistics in October 2023, the Central Statistics Office (CSO) has lifted the 'Under Reservation' categorisation around Recorded Crime Statistics. This is possible because An Garda Síochána have introduced a range of quality measures over the last number of years which have resulted in sustained improvement in the quality of the underlying crime data. These changes give a level of assurance to users that they can rely on Recorded Crime Statistics.

Where a victim and suspected offender are recorded for a detected crime incident it is possible to link a victim and suspected offender to produce a limited profile (i.e., age and sex) of the victim and suspected offender relationship. Table 4.1 therefore differs from Table 2.1 in that the former refers to detected crime and the latter refers just to crime incidents reported to An Garda Síochána.

Table 3.1 in chapter 3 showed that the majority of suspected offenders of detected crime for the offence groups listed were male and this is also reflected in Table 4.1.

The victim was female in seven out of ten (69%) crime incidents of Harassment & Related offences in 2023 that were marked as detected by March 2025. The suspected offender and victim were male for 25% of all detected crime incidents of this type and 62% of same involved a male suspected offender and a female victim. The suspected offender was female in 14% of such crime incidents with slightly more of the total involving female (8%) than male victims (6%).

For crime incidents of Assaults in 2023 that were marked detected, there were more male (61%) victims overall than females (39%). Where the suspected offender was male, 54% of all victims were male and 25% were female. In the remaining cases where the suspected offender was female, 14% of all victims were female and 6% were male. 

The share of male and female victims for detected crime incidents of Attempts/Threats to Murder was more evenly distributed with 47% of victims being male and 53% being female.

Most (84%) recorded crime incidents of Sexual offences in 2023 that were marked detected in 2025 involved a male suspected offender and female victim. However, the suspected offender and victim were both male in 15% of such crime incidents.

Two thirds (65%) of recorded crime incidents of Homicide & Related offences in 2023 that were detected by 2025 involved both a male suspected offender and a male victim. In 28% of  detected crime incidents of this type, the suspected offender was male and the victim was female. The remaining 7% of crime incidents involved a female suspected offender.

Within this offence group a similar pattern was observed – 72% of detected Murder or Manslaughter crime incidents involved a male suspected offender and male victim compared with 28% for those with a male suspected offender and female victim. The suspected offender and victim were both male in six out of ten (59%) detected crime incidents of Dangerous Driving Leading to Death. In a further 28% of such crime incidents, the suspected offender was male and the victim was female. See Figure 4.1,Table 4.1 and PxStat Table CVA10.

A quarter of crime incidents of Sexual offences in 2023 that were detected involved a victim under 18 years and suspected offender aged 30 years or older

A quarter (24%) of crime incidents of Sexual offences in 2023 that were detected by March 2025 involved a victim who was under 18 years and a suspected offender who was aged 30 years or more when the incident occurred. A further fifth (18%) of such detected crime incidents involved this same age cohort of suspected offenders and victims aged 18-29 years and 15% for crime incidents involving victims who were at least 30 years of age. Suspected offenders who were aged under 18 were responsible for 12% of detected crime incidents of Sexual offences where the victim was under 18 years. It was slightly more (13%) for suspected offenders aged 18-29 years against the same victim age cohort. In 13% of detected crime incidents of Sexual offences, both the suspected offender and the victim were aged 18-29 years. See Figure 4.2, Table 4.2 and PxStat Table CVA11.

Nearly all detected crime incidents of Homicide & Related offences involved a suspected offender at least 18 years of age

Turning to crime incidents of Homicide & Related offences in 2023 that have been detected, the suspected offender was at least 18 years of age at the time of the incident for most (88%) of these crime incidents. In 37% of all detected crime incidents of this type, the suspected offender and victim were at least 30 years of age. The suspected offender and victim were aged 18-29 years for 16% of detected Homicide & Related offences in 2023. A similar profile was observed for Murder/Manslaughter offences.

The profile for detected crime incidents of Attempts/threats to Murder, Assaults, Harassments and Related offences was quite similar to Homicide & Related offences in that the majority (86%) of suspected offenders and victims both tended to be at least 18 years of age. Four out of every ten (41%) detected crime incidents involved a suspected offender and victim who were at least 30 years old when the incident occurred. Suspected offenders who were under 18 years were responsible for 16% of all crime incidents under this heading. The profile for two of the constituent categories Attempts/Threats to Murder and Assaults were broadly similar.

However, the profile for crime incidents of Harassment & Related offences that were detected was somewhat different. Half (50%) of such detected crime incidents involved suspected offenders and victims who were at least 30 years of age. Just under a quarter (23%) of these detected crime incidents involved suspected offenders who were under 18 years of age when the incident took place. See Table 4.2 and PxStat Table CVA11.
