There was an annual increase of 2% in the total number of dwelling units approved at 11,374 units in Q2 2022 compared with 11,150 units in Q2 2021.
Apartments accounted for 60% of all dwelling units approved, while housing units accounted for the remaining 40%.
The number of houses granted planning permission grew by almost 17% on an annual basis to 4,532 housing units, while in contrast, there was a decline of almost 6% in apartment approvals to 6,842 units.
There was an annual rise of more than 28% in the number of multi-development houses receiving planning permission, compared with a 3% increase in one-off houses.
Across the four local authorities of Dublin, planning permission was granted for 4,756 apartments in Q2 2022, accounting for 69.5% of all apartments granted planning permission in the state between April and June of this year.
The number of dwelling units granted planning permission in Quarter 2 2022 was 11,374, of which 4,532 were houses and 6,842 were apartments. There has been a growth of 16.6% in the number of houses granted planning permission in Quarter 2 2021 compared with a decrease of 5.8% in the number of planning permission approvals for apartments over the same period. There has been a 32.2% increase recorded in the number of houses granted planning permission in the first six months of 2022 compared with the first six months of 2021. Please see Headline Table.

In the second quarter of 2022 there were 6,842 apartments granted planning permission. During the same period, 2,692 multi-development houses and 1,840 one-off houses were approved. Please see Figure 1 and Table 5a.
Apartments accounted for 60.2% of all new dwelling units granted planning permission, with 6,482 apartments approved in Quarter 2 of 2022. With the exception of Quarter 1 2022, more apartments have been granted planning permission than houses since Q3 2019. Please see Figure 2 and Tables 1a & 5a.
In total, there were 7,058 planning permissions granted for all developments in the second quarter of 2022. Of these permissions, 2,161 were for new construction dwellings, 1,948 for other new constructions, 1,844 for extensions, and 1,105 permissions were for alterations and conversions. Please see Figure 3a and Table 2.
With regards to the 2,161 new construction dwellings granted planning permission, 1,840 were for one-off houses, 189 for apartments, 124 for multi-development houses and eight for communal dwellings. Please see Figure 3b and Tables 5a & 5b.

An annual decrease of 17.2% has been recorded in the number of planning permissions granted for all developments, with 8,529 permissions approved in Quarter 2 2021 compared with 7,058 permissions approved in the current quarter. During the same period an annual increase of 0.9% in the number of planning permissions granted was recorded for new construction dwellings. In contrast there were annual decreases in approvals of 27.3% in alterations and conversions, 25.6% in extensions, and 18.5% in other new constructions. Please see Figure 3c and Table 2.
There were 6,842 new apartments granted planning permission in Q2 2022.
Dublin had the highest proportion of new apartments approved with 69.5% of all apartments granted planning permission in the state, followed by the South-West region with 16.0% of apartment approvals, and the Mid-West with 6.5%. The Eastern and Midland Region (comprised of the Dublin, Mid-East, and Midland areas) accounted for 5,083 new apartments, 74.3% of the total number of new apartments granted planning permission. The Southern Region (composed of the South-West, South-East, and Mid-West areas) accounted for 24.5% of apartment approvals with the Northern and Western Region (made up of the Border and West areas) accounting for the remaining 1.2% of apartments granted planning permission.
The counties of Offaly, Roscommon, and Longford did not grant any planning permissions for apartments during the current quarter. Please see Figure 4a and Tables 6 & 8.
In the second quarter of 2022, there were 4,532 houses granted planning permission. Cork had the highest proportion of houses granted planning permission with 14.7% of the total at 664 houses, followed by Limerick at 12.7%, and 576 houses and Dublin at 10.3%, with 465 houses. Sligo had the lowest proportion with 11 houses granted planning permission followed by Longford with 18 houses. Please see Figure 4b and Table 8.
The Strategic Housing Development (SHD) process is where applications of at least 100 residential units or 200+ student bed spaces can be made directly to An Bord Pleanála.
In comparison to Quarter 2 2021 there has been an increase of 24% in the total number of SHD dwelling units approved with 6,342 units approved in Quarter 2 2022. There has been a 58.3% annual rise in the number of houses approved under the SHD process in contrast to a 20% annual increase in the number of SHD apartments approved. In the second quarter of 2022, 55.8% of planning permissions granted (5,495 apartments and 847 houses) were under the SHD process. of which apartments accounted for 86.7% of successful SHD applications. Of the 4,532 houses granted planning permission, 18.7% were under the SHD process. Please see Figure 5 and Table 7.

The Central Statistics Office (CSO) has today (09 September 2022) released Planning Permissions Quarter 2 2022.
Commenting on the release, Shane O'Sullivan, Statistician in the Business Statistics Division, said: "The number of dwelling units granted planning permission in Quarter 2 (April, May, and June) 2022 was 11,374. Of this, 39.8% (4,532) were for houses and 60.2% (6,842) were for apartments. The numbers of houses approved grew by 16.6% since Quarter 2 2021. This contrasts with a 5.8% decline in the number of approved apartment applications over the same period. There was a total annual increase of 2.0% in the number of dwelling units approved.
In the second quarter of 2022, Dublin accounted for the majority of apartment planning permission approvals with 69.5% of the total. During the same period, the Border Region (Donegal, Sligo, Leitrim, Monaghan, and Cavan) recorded the lowest number of apartments granted planning permission at 26.
Of the 7,058 planning permissions granted for all developments in Q2 2022, 2,161 were for new construction dwellings, 1,948 for other new constructions, 1,844 for extensions, and 1,105 permissions were for alterations and conversions.
There has been a 32.2% increase recorded in the number of houses granted planning permission in the first six months of 2022 compared with the first six months of 2021.”
