Number of dwelling units granted planning permission down 2.5% in Quarter 1 2025

Advisory Note

Users should note that the number of new dwelling units granted planning permission can vary significantly from quarter to quarter if a large development or a number of large developments are approved within the same reference quarter. Users should therefore exercise caution in extrapolating long-term trends on the basis of a single quarter’s data. Additionally, changes to applications processes for Strategic Housing Developments (SHD) and related issues in An Bord Pleanála in 2022 may impact the number of planning permissions granted over recent quarters. Users should also note that the backlog of SHD applications which have been both processed and are still before An Bord Pleanála awaiting decision, may also impact the number of planning permissions granted over recent quarters.

Key Findings

  • There was an annual decrease of 2.5% in the total number of dwelling units approved in Quarter 1 (Q1) 2025 to 8,177 units, down from 8,387 units in Q1 2024.

  • Houses accounted for 60% of all dwelling units granted planning permission in Q1 2025, while apartments made up the remaining 40%.

  • In Q1 2025, the number of houses granted planning permission rose by 0.8% when compared with Q1 2024, while in contrast, apartment approvals fell by 7%.

  • The number of multi-development houses receiving planning permission grew by 2.7% annually, from 3,611 units in Q1 2024 to 3,707 units in Q1 2025.

  • There was an annual decrease of 4.5% in the number of one-off houses receiving planning permission in Q1 2025 compared with an annual increase of 1.5% in Q4 2024.

  • Across the four local authorities of Dublin, there was an annual decline of 0.6% in the total number of dwelling units approved in Q1 2025, of which the number of houses approved was up by 206%, (210 units to 643 units) compared with a fall of 22% (2,003 units to 1,556 units) in the number of apartments approved.

  • In Q1 2025, there was an annual decrease of 2.2% (2,388 to 2,336) in the total number of Strategic Housing Developments (SHD) dwelling units approved, of which the number of houses approved rose by 8%, compared with a fall of 9% in the number of apartments approved.

Statistician's Comment

The Central Statistics Office (CSO) has today (12 June 2025) published Planning Permissions for Quarter 1 (Q1) 2025.

Commenting on the release, Shane O'Sullivan, Statistician in the Housing Division, said: “The number of units granted planning permission in January, February, and March (Q1) 2025 was 8,177, of which, 4,937 were for houses and 3,240 were for apartments. The number of apartments approved decreased by 7% when compared with Q1 2024. The number of houses approved in Q1 2025 rose by 0.8% over the same period. There was an annual decline of 2.5% in the total number of dwelling unit approvals in Q1 2025, following an annual fall of 38% in Q4 2024.

Planning Permissions by Type of Dwelling and Location

Dublin had the highest number of apartment units granted planning permission in the state in Q1 2025, with 1,556 apartments (48%) and accounted for 13% of house units approved (643). These 2,199 dwelling units approved in Dublin made up more than a quarter (27%) of all dwelling units granted permission in Q1 2025.

During the same period, the Midlands region (Laois, Longford, Offaly, and Westmeath) recorded the lowest number of apartment units (59) granted planning permission. The Mid-East region (Louth, Kildare, Meath, and Wicklow) accounted for the highest number of houses (1,378) granted planning, while the Mid-West region (Clare, Limerick, and Tipperary) recorded the lowest number of houses (270). 

Of the 6,520 individual applications for planning permissions granted in Q1 2025, there were 1,597 for new construction dwellings, 1,843 for other new constructions, 1,980 for extensions, and 1,100 permissions were for alterations and conversions."

Dwelling units granted planning permission

In the first quarter (Q1) of 2025 there were 3,240 apartments granted planning permission. During the same period, 3,707 multi-development houses and 1,230 one-off houses were approved.

Planning permission applications granted by type of construction

In total, there were 6,520 applications for planning permissions granted for all developments in Q1 2025. Applications may relate to a single dwelling or a number of dwellings in the case of multi-unit development applications. Of these applications granted permission, 1,597 were for new construction dwellings, 1,843 for other new constructions, 1,980 for extensions, and 1,100 permissions were for alterations and conversions (See Table 3a & Figure 3a).

Of the 1,597 new construction dwellings granted planning permission, 1,230 were one-off houses, 197 were apartments, 161 were multi-development houses, and nine were communal dwellings (See Tables 1 & 3b and Figure 3b).

An annual decrease of 1.8% has been recorded in the number of planning permissions granted for all developments, with 6,639 permissions approved in Q1 2024 compared with 6,520 permissions approved in the current quarter. During the same period an annual decrease of 2.8% was recorded in the number of planning permissions granted for new construction dwellings. There were also annual decreases in approvals for other new constructions (-4.5%) and alterations and conversions (-4.4%). In contrast, extensions showed an annual increase of 3.3%.

Planning permissions granted by type of development and functional category

There were 6,520 planning permissions granted for all functional categories in Q1 2025. Dwelling units accounted for 62.9% (4,098) of all permissions granted. Of these 4,098 permissions granted, 1,597 were for new constructions, 1,723 were for extensions, and 778 were for alterations and conversions.

Apartment units granted planning permission

There were 3,240 new apartments granted planning permission in Q1 2025.

Dublin had the highest proportion of new apartments approved with 48.0% (1,556) of all apartments granted planning permission in the state, followed by the Mid-East region with 19.4% (630 apartments) and the South-West region with 16.3% (528 apartments). The Eastern and Midland region (Dublin, Mid-East, and Midlands) accounted for 2,245 new apartments, 69.3% of the overall total granted planning permission. The Southern region (Mid-West, South-East, and South-West) accounted for 25.9% (840) of apartment approvals, with the Northern and Western region (Border and West) accounting for the remaining 4.8% (155 apartments).

Within the county of Dublin, Fingal County Council accounted for 18.1% (587) and Dun Laoghaire-Rathdown County Council accounted for 17.2% (556) of the total number of apartment units granted planning permission in the state in Q1 2025. Outside of Dublin, the highest numbers of apartments granted planning permissions were in counties Cork (470 apartments), Wicklow (290 apartments), and Meath (227 apartments). County Roscommon did not grant any planning permissions for apartments during the current quarter.

House units granted planning permission

There were 4,937 new houses granted planning permission in Q1 2025.

The Mid-East region had the highest proportion of new houses approved with 27.9% (1,378) of all houses granted planning permission in the state. This was followed by the West region with 14.2% (703) of house approvals and the Dublin region with 13.0% (643 houses). The Eastern and Midland region (Dublin, Mid-East, and Midlands) accounted for 2,447 new houses, 49.6% of the total number of new houses granted planning permission. The Southern region (Mid-West, South-East, and South-West) accounted for 28.1% (1,388) of house approvals with the Northern and Western region (Border and West) accounting for the remaining 22.3% (1,102 houses).

Dublin county had the highest proportion of houses granted planning permission at 13.0% (643 houses) in the state in Q1 2025. Cork county had the second highest number of houses granted planning permission at 10.9% (539 houses), followed by Galway at 10.2% (506 houses) and Wicklow at 8.9% (441 houses). Leitrim with eight houses had the lowest proportion of houses granted planning permission, followed by Offaly (26 houses) and Cavan (26 houses).

Dwelling units granted by type of application – Strategic Housing Development (SHD) and non-SHD applications

The Strategic Housing Development (SHD) process is where applications of at least 100 residential units or 200+ student bed spaces can be made directly to An Bord Pleanála.

In comparison with Q1 2024, there was an annual decrease of 2.2% (2,388 to 2,336) in the total number of SHD dwelling units approved. There was an annual rise of 8.3% in the number of houses approved under the SHD process, in contrast to a fall of 9.1% in the number of SHD apartments approved. In Q1 2025, 28.6% of all planning permissions (1,304 apartments and 1,032 houses) were granted under the SHD process. Apartments accounted for 55.8% of all successful SHD applications. Of the 4,937 houses granted planning permission, 20.9% (1,032) were granted under the SHD process.

Please note: The Strategic Housing Development (SHD) process expired to new applications on 25 February 2022. It has been succeeded by the Large-Scale Residential Development (LRD) scheme. Please see Background Notes.
