Users should exercise caution when comparing the Production in Building and Construction Index release with the New Dwelling Completions release due to timing and other comparability issues. For example, while the work completed by a firm on a residential building could take place over several months, the New Dwelling Completions will only count the building as completed when it has been connected to the ESB electricity network.

The volume of production in Building and Construction fell by 5.0% in Quarter 4 (Q4) 2025 when compared with Quarter 3 (Q3) 2025.
On an annual basis, an increase of 0.8% was recorded in the volume of production in Building and Construction in Q4 2025.
The volume of production in the Residential Building sector was down 6.5% in Q4 2025 when compared with Q3 2025.
The volume index in the Non-Residential Building sector fell by 2.0% between Q3 2025 and Q4 2025.
Between Q3 2025 and Q4 2025, the volume index in the Civil Engineering sector decreased by 6.0%.
The value index for All Building and Construction in Q4 2025 was down by 3.5% on a quarterly basis from Q3 2025 and up by 2.8% on an annual basis from Q4 2024.
The headline table shows the seasonally adjusted volume and value indices for production in building and construction for Q4 2024, Q3 2025, and Q4 2025. It should be noted that the deflator, used in the calculation of the Production in Building and Construction Index (PBCI), has increased over the past 12 months and shows a 2.0% increase/decrease in Q4 2025 when compared with Q4 2024. Statistician's Comment
The Central Statistics Office (CSO) has today (25 February 2026) published Production in Building and Construction Index Quarter 4 (Q4) 2025 (Provisional) and Quarter 3 (Q3) 2025 (Final).
Commenting on the release, Shane O’Sullivan, Statistician in the Housing Division, said: “On a seasonally adjusted basis the volume of production in Building and Construction fell by 5.0% between Q3 2025 and Q4 2025. On an annual basis, production volume increased by 0.8%.
Volume Changes
On a seasonally adjusted basis, the volume of production in construction was down by 5.0% between Q3 2025 and Q4 2025. During the same period, volume of production in Non-Residential Building decreased by 2.0% and by 6.5% in Residential Building, while Civil Engineering fell by 6.0%
On an annual basis, between Q4 2024 and Q4 2025, production volume in construction grew by 0.8%. During the same period, annual production volume fell by 0.9% in the Civil Engineering sector and by 0.1% in Residential Building, while production volume in Non-Residential building showed an annual increase (+3.3%).
Value Changes
The seasonally adjusted value index for Building and Construction fell by 3.5% between Q3 2025 and Q4 2025 and increased by 2.8% on an annual basis from Q4 2024. Excluding Civil Engineering, the seasonally adjusted value index fell by 3.4% on a quarterly basis and grew by 3.5% on an annual basis."
