Users should exercise caution when comparing the Production in Building and Construction Index release with the New Dwelling Completions release due to timing and other comparability issues. For example, while the work completed by a firm on a residential building could take place over several months, the New Dwelling Completions will only count the building as completed when it has been connected to the ESB electricity network.

Users should note that the Production in Building and Construction Index underwent an index rebase. This release is the first Production in Building and Construction Index published subsequent to the index rebase. The new base year for the indices contained in this release is 2021. An index rebase is a routine process conducted to recalculate weights and reform methodological procedures implemented. As a consequence, values may have been revised.
The volume of production in Building and Construction grew by 7.8% in Quarter 3 (Q3) 2025 when compared with Quarter 2 (Q2) 2025.
On an annual basis, an increase of 18.1% was recorded in the volume of production in Building and Construction in Q3 2025.
The volume of production in the Residential Building sector was up 4.7% in Q3 2025 when compared with Q2 2025.
The volume index in the Non-Residential Building sector grew by 10.1% between Q2 2025 and Q3 2025.
Between Q2 2025 and Q3 2025, the volume index in the Civil Engineering sector decreased by 4.0%.
The value index for All Building and Construction in Q3 2025 was up by 8.2% on a quarterly basis from Q2 2025 and up by 20.2% on an annual basis from Q3 2024.
This Production in Building and Construction Index (PBCI) has been compiled with reference to Base Year 2021=100 as per Eurostat Regulation. The new series has been calculated using updated weights from the Annual Services Inquiry 2021. We would like to thank the enterprises who took the time to fill out this survey. The headline table shows the seasonally adjusted volume and value indices for production in building and construction for Q3 2024, Q2 2025, and Q3 2025. It should be noted that the deflator, used in the calculation of the Production in Building and Construction Index (PBCI), has increased over the past 12 months and shows a 1.8% increase in Q3 2025 when compared with Q3 2024. Statistician's Comment
The Central Statistics Office (CSO) has today (11 December 2025) published Production in Building and Construction Index Quarter 3 (Q3) 2025 (Provisional) and Quarter 2 (Q2) 2025 (Final).
Commenting on the release, Shane O’Sullivan, Statistician in the Housing Division, said: “On a seasonally adjusted basis the volume of production in Building and Construction grew by 7.8% between Q2 2025 and Q3 2025. On an annual basis, production volume increased by 18.1%.
Volume Changes
On a seasonally adjusted basis, the volume of production in construction was up by 7.8% between Q2 2025 and Q3 2025. During the same period, volume of production in Non-Residential Building increased by 10.1% and by 4.7% in Residential Building, while Civil Engineering fell by 4.0%
On an annual basis, between Q3 2024 and Q3 2025, production volume in construction grew by 18.1%. During the same period, annual production volume rose by 28.2% in the Non-Residential Building sector, by 6.2% in the Civil Engineering sector and by 11.2% in Residential Building.
Value Changes
The seasonally adjusted value index for Building and Construction rose by 8.2% between Q2 2025 and Q3 2025 and increased by 20.2% on an annual basis from Q3 2024. Excluding Civil Engineering, the seasonally adjusted value index grew by 9.4% on a quarterly basis and by 23.5% on an annual basis."
