Users should exercise caution when comparing the Production in Building and Construction Index release with the New Dwelling Completions release due to timing and other comparability issues. For example, while the work completed by a firm on a residential building could take place over several months, the New Dwelling Completions will only count the building as completed when it has been connected to the ESB electricity network.

Users should note that the Production in Building and Construction Index will undergo a rebase adjustment later this year. An index rebase is a routine process conducted to recalculate weights and reform methodological procedures implemented. As a consequence of this process, data may be revised.
The volume of production in Building and Construction fell by 0.5% in Quarter 2 (Q2) 2025 when compared with Quarter 1 (Q1) 2025.
On an annual basis, an increase of 6.2% was recorded in the volume of production in Building and Construction in Q2 2025.
The volume of production in the Residential Building sector was up 1.8% in Q2 2025 when compared with Q1 2025.
The volume index for the Non-Residential Building sector fell by 0.9% between Q1 2025 and Q2 2025.
Between Q1 2025 and Q2 2025, the volume index for the Civil Engineering sector decreased by 12.3%.
The value index for All Building and Construction in Q2 2025 was down by 0.8% on a quarterly basis from Q1 2025 and up by 6.3% on an annual basis from Q2 2024.
The headline table shows the seasonally adjusted volume and value indices for production in building and construction for Q2 2024, Q1 2025, and Q2 2025. It should be noted that the deflator, used in the calculation of the Production in Building and Construction Index (PBCI), has increased over the past 12 months and shows a 2.0% increase in Q2 2025 when compared with Q2 2024. Statistician's Comment
The Central Statistics Office (CSO) has today (26 August 2025) published Production in Building and Construction Index Quarter 2 (Q2) 2025 (Provisional) and Quarter 1 (Q1) 2025 (Final).
Commenting on the release, Shane O’Sullivan, Statistician in the Housing Division, said: “On a seasonally adjusted basis the volume of production in construction fell by 0.5% between Q1 2025 and Q2 2025. On an annual basis, between Q2 2024 and Q2 2025, production volume increased by 6.2%.
Volume Changes
On a seasonally adjusted basis, the volume of production in construction was down by 0.5% between Q1 2025 and Q2 2025. During the same period, Civil Engineering dropped by 12.3% and Non-Residential Building decreased by 0.9%, while Residential Building rose by 1.8%.
On an annual basis, between Q2 2024 and Q2 2025, production volume in construction grew by 6.2%. During the same period, production volume rose by 3.0% in the Non-Residential Building sector and increased by 12.5% in the Civil Engineering sector, while production volume in Residential Building showed an annual decrease of 5.4%.
Value Changes
The seasonally adjusted value index for Building and Construction fell by 0.8% from Q1 2025 and rose by 6.3% on an annual basis from Q2 2024. Excluding Civil Engineering, the seasonally adjusted value index grew by 1.5% on a quarterly basis and by 7.5% on an annual basis."
