Users should exercise caution when comparing the Production in Building and Construction Index release with the New Dwelling Completions release due to timing and other comparability issues. For example, while the work completed by a firm on a residential building could take place over several months, the New Dwelling Completions will only count the building as completed when it has been connected to the ESB electricity network.

Users should note that the Production in Building and Construction Index will undergo a rebase adjustment later this year. An index rebase is a routine process conducted to recalculate weights and reform methodological procedures implemented. As a consequence of this process, data may be revised.
The volume of production in Building and Construction rose by 4.9% in Quarter 1 (Q1) 2025 when compared with Quarter 4 (Q4) 2024.
On an annual basis, an increase of 13.5% was recorded in the volume of production in Building and Construction in Q1 2025.
The volume in the Residential Building sector was down 4.3% in Q1 2025 when compared with Q4 2024.
The volume index for the Non-Residential Building sector rose by 4.4% between Q4 2024 and Q1 2025.
Between Q4 2024 and Q1 2025, the volume index for the Civil Engineering sector rose by 16.6%.
The value index for All Building and Construction in Q1 2025 was up by 6.5% on a quarterly basis from Q4 2024 and up by 19.0% on an annual basis from Q1 2024.
The headline table shows the seasonally adjusted volume and value indices for production in building and construction for Q1 2024, Q4 2024, and Q1 2025. It should be noted that the deflator, used in the calculation of the Production in Building and Construction Index (PBCI), has increased over the past 12 months and shows a 2.0% increase in Q1 2025 when compared with Q1 2024. Statistician's Comment
The Central Statistics Office (CSO) has today (20 June 2025) published Production in Building and Construction Index Quarter 1 (Q1) 2025 (Provisional) and Quarter 4 (Q4) 2024 (Final).
Commenting on the release, Shane O’Sullivan, Statistician in the Housing Division, said: “On a seasonally adjusted basis the volume of production in construction rose by 4.9% between Q4 2024 and Q1 2025. On an annual basis, between Q1 2024 and Q1 2025, production volume increased by 13.5%.
Volume Changes
On a seasonally adjusted basis, the volume of production in construction was up by 4.9% between Q4 2024 and Q1 2025. During the same period, Civil Engineering grew by 16.6%, Non-Residential Building increased by 4.4%, and Residential Building was down by 4.3%.
On an annual basis, between Q1 2024 and Q1 2025, production volume in construction grew by 13.5%. During the same period, production volume in the Non-Residential Building sector rose by 13.7% and was up by 35.9% in the Civil Engineering sector, while production volume in Residential Building showed an annual decrease (-10.6%).
Value Changes
The seasonally adjusted value index for Building and Construction rose by 6.5% from Q4 2024 and increased by 19.0% on an annual basis from Q1 2024. Excluding Civil Engineering, the seasonally adjusted value index grew by 3.0% on a quarterly basis and by 11.7% on an annual basis."
