Balance of International Payments
The Balance of Payments current account, a measure of Ireland’s economic flows with the rest of the world, showed a surplus of €20.8bn in the third quarter of 2023 up €11.2bn on the Q32022 surplus of €9.6bn. Increased services and income balances were partially offset by a decrease in the merchandise balance.

- Merchandise exports were €71,871m in the third quarter of 2023, a decrease of €23,100m compared with the third quarter of 2022. Merchandise imports were €34,455m in the third quarter of 2023, a decrease of €6,932m over the same period in 2022.
- Service exports at €92,652m increased by €6,164m compared to the third quarter of 2022, mainly due to higher computer services exports (which increased by €5,831m).
- Service imports at €84,056m were down €4,450m over the same period in 2022, mainly due to a decrease in R&D related IP service imports.
- Ireland’s trade balance at €46,012m, all goods and services exports less all goods and services imports fell by €5,554m in the third quarter of 2023 over the same period in 2022.
- Investment income earned abroad at €62,106m, increased by €29,375m compared with one year earlier while investment income payable to foreign investors at €86,457m increased by €12,719m. The overall income balance for the quarter at -€25,237m increased by €16,731m compared with the same period in 2022.

- Direct investment in Ireland increased by €23,650m in the third quarter of 2023. This was due to increased reinvestment of earnings and other capital investments of €12,910m and €11,103m which were marginally offset by a decrease in equity investment of €364m. Direct investment abroad increased by €7,112m in the quarter, mainly due to increased equity investment and reinvestment of earnings abroad.
- Portfolio investment in foreign assets increased by €88,835m in the quarter due to increased investment in foreign debt instruments of €57,700m and foreign equity of €31,135m. Portfolio investment in Ireland increased by €43,251m due to increased investment in equity investment of €44,757m.
- Other investment assets fell by €8,543m while other investment liabilities grew by €1,147m in the third quarter of 2023.
