Revenue

Total revenue of general government increased to €34.8 billion in Q4 2022, €2.8 billion (9%) higher than the €32.0 billion received in Q4 2021. Taxes and social contributions, which make up 95% of general government revenue, were €33.0 billion this quarter, an increase of €2.5 billion on Q4 2021.

Looking more closely at the changes in tax receipts we can see that direct taxes (mostly corporation tax and income tax) were €2.4 billion higher; indirect taxes on theother hand decreased by €0.5 billion and this is mainly due to a decrease in excise in Q4 2022 and an unusually high one off payment in general deeds in Q4 2021.

Expenditure

Expenditure in Q4 2022, at €30.0 billion, was €2.5 billion more than last year’s €27.5 billion.

Users should be careful when comparing 2022 data with 2021 as there were significant amounts of expenditure in 2021 due to Government COVID-19 support measures that have since closed (in particular expenditure on the Pandemic Unemployment Payment (€0.25 billion in Q4 2021) and the Employment Wage Subsidy Scheme (€1.1 billion in Q4 2021)).

Compensation of employees at €7.7 billion in Q4 2022 was higher than in Q4 2021 when it was just under €6.8 billion. Additional expenditure of €1.4 billion on social benefits relates, in part, to the higher numbers of jobseeker allowance/benefit recipients.

Intermediate consumption showed an increase of €0.6 billion, while gross fixed capital formation showed an increase of €0.4 billion. Current transfer payments showed an increase of €0.4 billion and capital transfers increased by €0.1 billion. There was a large reduction in expenditure on subsidies, which decreased by €1.1 billion, due to the closure of the Employment Wage Subsidy Scheme back in Q2 2022. As a result, subsidies have returned to pre COVID-19 levels.
