Consumer Price Index November 2025

Consumer prices rose by 3.2% over the 12 months to November 2025

Key Findings

  • The Consumer Price Index (CPI) rose by 3.2% between November 2024 and November 2025, up from an annual increase of 2.9% in the 12 months to October 2025. This is the highest annual rate of inflation observed in the CPI since February 2024 when the rate was +3.4%.

  • Excluding Energy and Unprocessed Food, the CPI grew by 3.1% in the 12 months to November 2025.

  • The divisions with the largest increases in the 12 months to November 2025 were Education (+8.9%) and Clothing & Footwear (+4.4%).

  • The only division to record a decline when compared with November 2024 was Furnishings, Household Equipment & Routine Household Maintenance (-0.6%).

  • Consumer prices fell by 0.2% in the month between October 2025 and November 2025.

  • The divisions with the largest declines in the month were Recreation & Culture (-2.3%) and Alcoholic Beverages & Tobacco (-0.7%).

  • The divisions to record the largest increases in the month were Clothing & Footwear (+1.2%) and Miscellaneous Goods & Services (+0.5%).

Statistician's Comment

The Central Statistics Office (CSO) has today (11 December 2025) published the Consumer Price Index (CPI) November 2025.

Commenting on the release, Anthony Dawson, Statistician in the Prices Division, said: “Today’s release of the CPI shows that prices for consumer goods and services in November 2025 rose by 3.2% on average when compared with November 2024. This is the highest rate of inflation in 21 months when the rate of inflation was +3.4% in February 2024.

Annual Changes 

The most significant increases in the 12 months to November 2025 were seen in Education (+8.9%) and Clothing & Footwear (+4.4%). The annual change in Education reflects a rise in costs associated with third-level education which came into effect from October 2025.

Furnishings, Household Equipment & Routine Household Maintenance (-0.6%) was the only division to show a decline when compared with November 2024.

Monthly Changes

Consumer prices in November 2025 fell by 0.2% in the month compared with November 2024, when prices were down by 0.5% in the month. In November 2025, the most significant monthly price decreases were in Recreation & Culture (-2.3%) and Alcoholic Beverages & Tobacco (-0.7%). The decrease in Recreation & Culture was due to lower prices for package holidays.

Clothing & Footwear (+1.2%) and Miscellaneous Goods & Services (+0.5%) were the divisions to show the largest increases when compared with October 2025.

It should be noted that these figures relate to the CPI. The Flash Estimate Press Statement published on 01 December 2025 related to the EU Harmonised Index of Consumer Prices (HICP).

National Average Prices  

The National Average Prices for selected goods and services for November 2025 are also published today. The National Average Prices are compiled together with the CPI.

Commenting on the National Average Prices, Anthony Dawson said: “There were price increases in the 12 months to November 2025 for Irish cheddar per kg (+62c), a pound of butter (+55c), 2 litres of full fat milk (+11c), an 800g loaf of white sliced pan (+9c), an 800g loaf of brown sliced pan (+1c), and spaghetti per 500g (+1c). There was a decrease in the price of a 2.5kg bag of potatoes (-22c) when compared with November 2024.”

Headline Table and Graph

Figure 1 shows the development of the CPI and HICP over recent months. The primary difference between CPI and HICP is the inclusion of Mortgage Interest in the CPI, whereas it’s not included in the HICP. Full details of the difference between CPI and HICP can be found in the background notes of this release.

Annual and Monthly Price Changes

Prices on average, as measured by the CPI, were 3.2% higher in November 2025 compared with November 2024.

The most notable changes in the year were increases in Education (+8.9%), Clothing & Footwear (+4.4%), Food & Non-Alcoholic Beverages (+4.3%) and Restaurants & Hotels (+3.6%). The only division to show a decrease was Furnishings, Household Equipment & Routine Household Maintenance (-0.6%).

Consumer Prices in November, as measured by the CPI, decreased by 0.2% in the month. During November of last year, prices fell by 0.5% in the month. The most significant monthly price reductions were in Recreation & Culture (-2.3%) and Alcoholic Beverages & Tobacco (-0.7%). The largest increases were recorded in Clothing & Footwear (+1.2%) and Miscellaneous Goods & Services (+0.5%).

Contributions to the Overall CPI

Annual Change

Table 3 shows the contribution of each 2-digit COICOP1 division to the overall change in the CPI. A detailed breakdown of the individual components of each of the 12 COICOP divisions is presented in Tables 4 to 15.

The divisions which caused the largest upward percentage point (pp) contributions to the CPI in the year were Restaurants & Hotels (+0.73 pp), Housing, Water, Electricity, Gas & Other Fuels (+0.56 pp), Food & Non-Alcoholic Beverages (+0.46 pp) and Transport (+0.33 pp).

The only division to cause a downward contribution to the CPI in the year was Furnishings, Household Equipment & Routine Household Maintenance (-0.03 pp).

The main factors contributing to the annual change were as follows:

  • Restaurants & Hotels increased primarily due to higher prices for alcoholic drinks and food consumed in licensed premises, restaurants, cafes etc., and an increase in the cost of hotel accommodation.
  • Housing, Water, Electricity, Gas & Other Fuels rose mainly due to a rise in the cost of rents, electricity, mortgage interest repayments and liquid fuels (home heating oil).
  • Food & Non-Alcoholic Beverages increased due to higher prices across a range of products such as meat, sugar, chocolate & confectionery, milk, cheese & eggs and mineral waters, soft drinks, fruit & vegetable juices.
  • Transport rose mainly due to higher prices for airfares, diesel, petrol, maintenance & repair of personal transport equipment and other services in respect of personal transport equipment.
  • Furnishings, Household Equipment & Routine Household Maintenance decreased primarily due to lower prices for furniture & furnishings.

Monthly Change

The divisions which caused the largest downward percentage point contributions to the CPI in the month were Recreation & Culture (-0.20 pp) and Restaurants & Hotels (-0.06 pp). The divisions which caused the largest upward percentage point contributions to the CPI in the month were Housing, Water, Electricity, Gas & Other Fuels (+0.05 pp) and Miscellaneous Goods & Services (+0.05 pp).

The main factors contributing to the monthly change were as follows:

  • Recreation & Culture fell mainly due to lower prices for package holidays and recording media.
  • Restaurants & Hotels decreased due to a reduction in the cost of hotel accommodation. This decrease was partially offset by higher prices for alcoholic drinks and food consumed in licensed premises, restaurants, cafes etc.
  • Housing, Water, Electricity, Gas & Other Fuels increased primarily due to a rise in the price of liquid fuels (home heating oil) and higher mortgage interest repayments.
  • Miscellaneous Goods & Services rose mainly due to a rise in the cost of jewellery, clocks & watches and higher health insurance premiums. This rise was partially offset by a decrease in the cost of other appliances, articles & products for personal care.

CPI sub-indices

Tables 4 to 15 detail all COICOP1 sub-indices of the CPI.

Table 2 and table 17 detail selected consumer price index sub-indices. The sub index for Services rose by 4.0% in the year to November, while Goods increased by 1.8%. Services, excluding mortgage interest repayments, increased by 4.1% in the year since November 2024.

The CPI excluding tobacco decreased by 0.2% in the month of November and rose by 3.2% in the year. The CPI excluding mortgage interest fell by 0.2% in the month and increased by 3.2% in the year.

Harmonised Index of Consumer Prices

Prices on average, as measured by the EU Harmonised Index of Consumer Prices (HICP), increased by 3.1% compared with November 2024.

Table 19 details the COICOP sub-indices for the HICP. The most notable changes in the year were increases in Education (+9.0%), Food & Non-Alcoholic Beverages (+4.4%), Clothing & Footwear (+4.4%) and Restaurants & Hotels (+3.6%). The only decrease was recorded in Furnishings, Household Equipment & Routine Household Maintenance (-0.6%).

The HICP decreased by 0.2% in the month. This compares to a decrease of 0.5% recorded in November of last year.

The most significant monthly price changes were decreases in Recreation & Culture (-2.3%) and Alcoholic Beverages & Tobacco (-0.7%). There were increases in Clothing & Footwear (+1.3%) and Miscellaneous Goods & Services (+0.6%).

National Average Price

National Average Prices for selected goods and services for November 2025 are detailed in Table 20.

Looking at the National Average Prices of some staple items:

  • The national average price for bread (large (800g) white sliced pan) increased by 9 cents in the year to November 2025, while the same size brown sliced pan increased by 1 cent in the year.
  • Spaghetti per 500g rose by 1 cent in the year, while the average price for 2.5kg of potatoes was down 22 cents.
  • The national average price of full fat milk per 2 litres was up 11 cents in the year, while butter per lb rose by 55 cents and the average price of Irish cheddar per kg increased by 62 cents.
  • The national average price of a take-home 50cl can of lager at €2.39 was down 3 cents from November 2024, while a take-home 50cl can of cider at €2.71 was up 3 cents.
  • In November 2025, the national average price of a pint of stout in licensed premises was €6.08, up 26 cents in the year, while a pint of lager was €6.51, up 25 cents compared with November 2024.
