In 2023, energy use by the Industry sector decreased by 12% while energy use by the Services sector increased by 7% (See Table 1A).
The overall quantity of energy use by Irish resident enterprises, in kilotonnes of oil equivalent, fell by 2% in 2023.
There was a 68% reduction in the use of Heavy Fuel Oil in 2023 (See Table 2A).
Solid fuel use quantities, which includes coal and peat, was down by 45% in 2023 (See Table 2A).
The cost of energy purchases by Irish resident enterprises in 2023 was €17 billion which was 4% higher than 2022 (See Table 1B).
Purchases of Electricity and Natural Gas together accounted for 59% of total energy costs incurred by enterprises in 2023 (See Table 2C).
Enterprises with their headquarters based in Dublin used 73% of business energy consumption in 2023 (See Table 7A).
This release analyses energy purchases by Industry and Services enterprises resident in Ireland. Energy purchased abroad by enterprises resident in Ireland is included e.g., fuel purchased by an Irish resident airline in other countries. Energy purchased in Ireland by foreign resident enterprises is not included e.g., purchases of autodiesel by a foreign registered vehicle.
A kilotonne of oil equivalent (ktoe) is a common unit of measurement which enables quantities of different fuels to be compared and aggregated.

The quantity share of energy use by the Services sector, expressed in kilotonnes of oil equivalent, increased from 53% in 2022 to 58% in 2023 (See Table 1A). This increase was mainly due to a 9% increase in use of Jet Kerosene by Irish resident airlines in 2023 (See Table 2A).
Overall business energy use of Electricity increased by 7% in 2023 while use of Natural Gas fell by 7% in 2023 (See Table 2B).
Purchases of Heavy Fuel Oil decreased by 68% from 347 million litres in 2022 to 111 million litres in 2023. Purchases of Coal decreased by 46% from 1.1 million tonnes in 2022 to 0.6 million tonnes in 2023. Purchases of Peat decreased by 28% from 487 thousand tonnes in 2022 to 349 thousand tonnes in 2023 - the main use of coal and peat was by power plants to generate electricity (See Table 2B).

The Business Energy Use survey does not include the Agriculture, Forestry and Fishing NACE sector. Across the Industry and Services sectors, 43% of energy use in 2023 was consumed by the Transportation and Storage sector (6,033 ktoe). The Electricity and Gas sector was the next highest with 22% of total energy use in 2023. Manufacture of Food, Beverages and Tobacco accounted for 5% and Information and Communication for 5% (See Table 3A). The distribution by NACE sector is quite different in terms of the monetary cost of energy purchases with the Transportation and Storage sector accounting for 32% of the total costs of energy purchases followed by the Electricity and Gas sector at 16% in 2023 (See Table 3B).

At an energy product level, the Manufacturing sector used 28% of Electricity consumption, 30% of Natural Gas, 44% of Total Petroleum Fuels, and 51% of Total Renewable Energy. The Electricity and Gas sector used 86% of Total Solid Fuels. Public Administration, Education, Health and Care accounted for 9% of Electricity use and 5% of Natural Gas use in 2023. The Transportation and Storage NACE sector accounted for 43% of energy consumption in 2023. Total Aviation Transport Fuels comprised 92% of fuel use by this NACE sector (See Table 4A).
The cost of energy purchases by enterprises in 2023 was €17 billion which was 4% higher than 2022 (See Table 5A and Table 5B).
The EPA Emissions Trading Scheme returns are incorporated into the processing of the Business Energy Use survey. In 2023, energy use by companies participating in the ETS represented 37% of business energy use compared with 41% in 2022 (See Table 6A). At an energy product level, ETS returns comprised 98% of Total Solid Fuels in terms of ktoe and 84% of Natural Gas use (See Table 6B).

The Central Statistics Office (CSO) has today (24 June 2025) published Business Energy Use 2023.
Commenting on the release, Dympna Corry, Statistician in the Climate and Energy Division, said: "The cost of purchases of energy by Irish resident enterprises increased by 4% to €17 billion in 2023 (See Table 1B). In contrast, the overall quantity of energy use by Irish resident enterprises, in kilotonnes of oil equivalent, fell by 2% in 2023 (See Table 1A).
There was a 12% drop in energy use by the Industry sector while it rose by 7% in the Services sector.
Purchases of Heavy Fuel Oil, Coal, and Peat accounted for a large proportion of the decrease in the Industry sector. This was due to a 68% reduction from 322 kilotonnes of oil equivalent (ktoe) in 2022 to 103 ktoe in 2023 in purchases of Heavy Fuel Oil, down 46% from 764 ktoe in 2022 to 412 ktoe in 2023 in purchases of Coal. There was also, a 39% decrease from 74 ktoe to 45 ktoe in 2023 in purchases of Peat (See Table 2A).
The largest increase in fuel consumption in the Services sector was in aviation fuel, which was 9% higher in 2023 compared with 2022. Aviation fuel accounted for two-thirds of all fuel consumption in the Services sector in 2023 (See Table 4A).
In terms of the quantity of energy used, the Services sector share increased from 44% in 2014 to 58% in 2023 (See Table 1A)."
