Survey of Transactions of Foreign Embassies in Ireland

Survey purpose and legal basis

The Survey of Transactions of Foreign Embassies in Ireland is a mandatory survey conducted annually. In Irish law, it is carried out under the Statistics (Balance of Payments survey) Order 2025 (S.I. No. 5 of 2025) made under the Statistics Act, 1993, which obliges by law any respondent to complete and return the corresponding survey to the CSO. It is conducted under the provisions of European Union regulation EU Regulation 2016/1013.

The purpose of the survey is to contribute to the completion of Ireland’s Balance of Payments account which summarises the economic transactions of a resident of an economy with the rest of the world. The survey will capture, among other issues, the revenues and the expenditures of any embassy.
