Survey purpose and legal basis

 

The Program for the International Assessment of Adult Competencies (PIAAC), also known as the Survey of Adult Skills, is a large-scale international household study conducted under the auspices of the Organisation for Economic Cooperation and Development (OECD) that assesses the key cognitive and workplace skills that adults need to participate successfully in 21st century society and the global economy.

PIAAC will collect information on skills required in the workplace, participants’ educational backgrounds and professional attainments, and their ability to use information and communications technology. In addition, PIAAC will include an assessment of cognitive skills to measure participants’ general levels of literacy and numeracy.

PIAAC is a survey conducted every ten years. Under Section 24 of the 1993 Statistics Act you are invited to undertake the survey on a voluntary basis and any information so obtained shall be subject to the restrictions on use and prohibition on disclosure of information specified in sections 32 , 33 , 34 and 35 of the 1993 Statistics Act.

Who uses the results?

 

The results are only ever made available to the public in aggregate form and we make sure that it is impossible for individuals to be identified. Anonymised survey information is provided to the OECD for further analysis during the survey period. Anonymised survey information may also be provided to other government departments, approved organisations and approved researchers for statistical purposes only.

There is wide international usage from other Government Departments and research bodies. International users also access data from the OECD.

Is your personal data confidential and how long will the data be retained?

 

Yes. All information supplied to the CSO is treated as strictly confidential. The Statistics Act, 1993 sets stringent confidentiality standards: Information collected may be used only for statistical purposes, and no details that might be related to an identifiable person or business undertaking may be divulged to any other government department or body.

The data you provide in this survey will be held for a maximum period of ten years from the date of issue, subject to survey requirements.
