National Data Infrastructure Champions Group Survey on Eircodes

Survey purpose and legal basis

The National Data Infrastructure (NDI) has been established to further place a real focus on considering data as a strategic asset to the public service while at the same time acknowledging that improvements must be made to the collection, management and sharing of data.


The three identifiers needed for the NDI to be effective are the PPSN for interactions between the individual and the public sector; the Eircode to identify location of the respective individual/business; and unique business identifier, to enable improvements in service delivery, and policy formulation and analysis for businesses when interacting with the public sector.


The NDI Champions Group, chaired by the CSO with representatives from all Departments and agencies with high value data, monitors and promotes coverage of the above-mentioned identifiers across public sector data holdings; recent emphasis has been on improving Eircode coverage on data holdings.


This survey’s aim is to gain a better understanding of departments’ and agencies’ plans for the next 12 months regarding Eircode coverage improvements, and any difficulty they may be facing.


The legal basis for the processing of responses to this survey is GDPR Article 6(1)(e).

Who uses the results?

Aggregate results of the survey will be used by the CSO to inform the NDI Champions Group, for example in reports, presentations and meetings. The data collected in the survey will also be shared with the Department of the Environment, Climate Action and Communications and Ordnance Survey Ireland to identify and create support mechanisms for departments/agencies.

In addition, individual departments/agencies will be contacted to seek advance authorisation of disseminating individual survey results (data at a departmental/agency level) where such departments/agencies are identifiable, as part of these processes as required.

Is your personal data confidential and how long will the data be retained?
