Purpose(s) of the processing and the lawful basis for the processing

This notice describes what personal information the Central Statistics Office (CSO) will collect/process for the purposes of the Census 2027 Public Consultation, why we process this information, with whom this information is shared, and a description of the rights of submission authors with respect to their information.   The CSO requires personal information (name, address, telephone number, email) to enable it to acknowledge receipt of each submission, and to correspond with its author(s) on the consultation process.

The information we hold and process will be solely used to manage the consultation process and to keep the authors of the submissions updated on its progress. Those making submissions may indicate that they would prefer not to be contacted in that regard.

The personal data collected will solely be used for the purposes of the consultation process. It will be stored and retained in line with the provisions of the General Data Protection Regulation (GDPR) and the Data Protection Act 2018. The legal basis for the processing is Article 6(1)(e) of the GDPR, and Section 38(1)(b) of the Data Protection Act 2018 – i.e. processing for the performance of a task carried out in the public interest or in the exercise of official authority. 

Submissions to the public consultation are subject to Freedom of Information (FoI) legislation and may be released in response to FoI requests. Submissions may also be published on the CSO website. Any such release/publication will not include personally identifiable data.

The submissions will be shared with the Census Advisory Group (CAG) which will be established to review the submissions and decide on the questions to be trialled in the census pilot. Personally identifiable information will not be shared with the CAG.

Details of any intended transfers to a third country (non-EU member state) or international organisation and details of adequacy decisions and safeguards

No. As described above, submissions will be shared with members of the CAG, some of whom may be outside the State. Personal information will not be shared in that regard.

The retention period or, if that is not possible, the criteria used to determine the retention period

The data collected will be deleted at the completion of the process.

Data subject rights

You have the following rights under data protection law, although the ability to exercise these rights may be subject to certain conditions:

  • The right to receive a copy of and/or access the personal data held about oneself, together with other information about our processing of that personal data
  • The right to request that any inaccurate personal data that is held is corrected, or if we have incomplete information to request that we update the information such that it is complete
  • The right, in certain circumstances, to request erasure of personal data
  • The right, in certain circumstances, to request that we no longer process personal data the way in which we process it.
