Minutes of the 4th Department of Health / CSO Health Data Liaison Group (HDLG)

Meeting 18th November 2022 @ 10:00 - 12:30

Attendance:

Overall, 64 people attended the 4th HDLG meeting which was held remotely on Microsoft Teams on 18th November 2022. A full list of those in attendance can be found at the end of this document.

Item 1 - Introduction comments

Muiris opened the meeting and welcomed members to this online Health Data Liaison Group meeting.

Item 2 - Health Information Bill 2022 - Peter Lennon (Department of Health)

Peter presented an update on the health information bill relating to the background of the bill, why action is necessary, health information as a valuable strategic asset and why legislation is a necessary part of the solution.

Next steps are that they are currently preparing General Scheme (Heads of Bill), finalising consultations/policy forum event in December, Go to Cabinet with Memorandum for Government on General Scheme and Regulatory Impact Assessment, Formal Drafting then commenced by AGO and continued involvement on proposed EHDS Regulation.

Item 3 - NOCA Data Strategy - Collette Tully & Fionnola Kelly (NOCA)

Collette and Fionnola discussed the new NOCA data strategy and how NOCA will advance national clinical audit in a constantly changing healthcare system. The strategy was developed in collaboration with key stakeholder groups. The three strategic pillars set out in the strategy are National Clinical August Excellence, Audit Development and Promote National Clinical Audit.

Item 4 - Health System Performance Assessment (HSPA) Tool – Development and Implementation – Nikita Ellul, Department of Health

Nikita discussed the two phases of the HSPA Tool – Development of Conceptual Framework and Implementation of the Framework in the system. Also, insights were given into the platform development of the HSPA and the visualisation tool. Nikita gave a demo to the Group of what the indicators in version 1 will look like.  Plans to release V1 Prototype to the public in early 2023.

Item 5 - CSO Future Work in Heath Data (CSO) – Sara Crilly, Sanela Smith, Steven Conroy

Sanela introduced the current data being used in CSO health data analysis (COVID-19 health data including COVAX data; PCRS Drugs Payment scheme and General Medical Scheme data; Deaths and Births data) and how this all fits into the National Data Infrastructure (NDI). The potential of linked administrative data in health outcomes was discussed.

Sarah discussed the CSO’s upcoming 2023 PCRS publication. It will be a single PCRS Publication incorporating the four previous releases (Dental, Optical, Pharmacy and GP). It will include a chapter on the impact of COVID-19 from 2019-2021 and a summary and detailed insights for the four areas.

Steven talked about a proof-of-concept project using the 2016 Census of Population Analysis and linked administrative data to describe Regional Health Areas (RHAs). The themes for this analysis are Income, Employment and Welfare; Health / Disability; Education Housing. Results can be re-produced for the updated 2022 data once available.
