The new chair Orla McCarthy (CSO) opened the meeting. Attendees from ESRI were welcomed to the liaison group. The minutes of the previous meeting were passed without comments or additions.
Kevin Hunt (CSO Climate & Energy) reviewed the CSO publications in Climate and Energy since the previous meeting in June, with a timeline provided for upcoming releases. The arrival of the 2023 metered utility data enabled several outputs, including data matching with building energy ratings and energy prices. The schedule for providing Census-linked energy consumption outputs was discussed, as these are of interest to research bodies. CSO will create public releases first, which will provide the foundation for additional data products.
Mark Manto (CSO National Accounts) presented the Economic Intensity of Greenhouse Gas Emissions chapter of the CSO release National Accounts Output and Value Added by Activity 2023. This release covers emissions from a National Accounts relevant residence principle perspective. Both output and Gross Value Added (GVA) are linked with emissions, illustrating the effects on greenhouse gas emission intensities due to changes in the size and structure of the Irish economy.
Clare O'Hara (CSO Environment) presented key findings from the recent CSO release Decoupling Emissions from Economic Activity 2022. The release uses territorial emissions principle with NACE codes, including some of the Business Energy Use survey. The overview highlighted how emissions are re-allocated as required. For example, transport sector emissions are re-assigned by use, electricity to the end user.
Attendees were invited to speak on their data needs and how the CSO could facilitate them. Individual responses were noted for future development. There was general interest in having more data outputs on energy consumption, linked with social demographics and geography, where possible. There was also interest in data relevant to national climate action plans, linked with economic data. For example, more detail on emissions by sector, the impact of climate adaptation policy, and the risks of extreme weather events.
