Supply and Use Tables for Ireland, 2009

and

Exploratory Supply and Use Tables at previous year prices

for the years 2008 and 2009

(A framework for measuring economic growth)

An exploratory set of Supply and Use tables at previous year prices for 2008 and 2009 have been published today by the Central Statistics Office (CSO). The CSO publishes Supply and Use tables in current prices annually. An electronic version of the Supply and Use tables for Ireland, 2009 were published on the CSO website on 5th March 2013. A paper version of these tables is included in this publication also. The first estimates of Supply and Use tables at previous year prices (PYP) for the years 2006 and 2007 were provided in October 2012. The tables produced here relate to the years 2008 (in 2007 prices) and to 2009 (in 2008 prices).

These tables are exploratory in nature and are part of an on-going program which will see similar tables produced annually, in conjunction with the corresponding current price tables. One of the main benefits of tables at previous year prices is that they enable the “real” or “volume” annual growth in Gross Value Added (GVA) of individual sectors of the economy to be calculated.

The methodology employed in compiling these tables is similar to that described in the October 2012 publication. The electronic version of this publication contains an updated summary of the methodology for these NACE Rev. 2 tables. The published tables for 2008 and 2009 in current prices were deflated by the most appropriate price indices available in 2012 to obtain the PYP versions of the tables. The methodology for compiling Supply and Use tables in PYP will be assessed on an ongoing basis in the light of experience and taking account of new data sources which may emerge in future years.

Supply and Use tables in current prices are produced within the National Accounts program to provide a framework in which the results of the different methods of compiling GDP can be compared. Their compilation provides feedback which ultimately leads to a balanced and more accurate estimate of GDP. Equally, Supply and Use tables in PYP are produced for essentially the same reason i.e. to estimate GDP in PYP. This, in turn, is carried out with a view to facilitating the production of more robust estimates of growth or volume change in GDP. It is the volume change in GDP (i.e. the change in GDP with price effects removed) which is of most interest for economic analysis. Volume changes in GDP and some of its components are currently compiled and published quarterly and annually in the National Accounts releases and publications of the CSO. However these volume estimates are of necessity less detailed than those prepared from Supply and Use tables.

Values of the main National Accounts aggregates (e.g. GDP, PCE, Capital Formation etc.) can be compared in PYP terms from this publication with their counterparts in current terms from the NIE publication with which they were aligned when compiling the S&UT tables (NIE 2010 in the case of the 2008 S&UT and NIE 2011 for the 2009 table). These comparisons provide estimates of “volume” changes or real growth over the year in the aggregates concerned. Tables A and B provide these estimates with comparisons against the corresponding growth rates already published in the NIE publications.

The Supply and Use tables in previous year prices are experimental and are compiled annually as part of the European Union program of statistics to which member states subscribe. The tables in this publication are balanced so that total supply equals total use for each NACE group.
