       Research Microdata File (RMF) Application Procedure

  • All requests for access to RMFs must be made using the RMF Application Form;
  • The applicant should complete the application form only and return to the relevant Statistician/Senior Statistician.
  • The relevant Statistician/Senior Statistician shall liaise with the applicant and ensure that all relevant information required to assess the application is provided;
  • The relevant Statistician/Senior Statistician shall assess the application vis-à-vis the RMF Assessment Criteria, taking cognisance of the "Policy on access to Research Microdata Files (RMFs) relating to data collected under the Statistics Act, 1993", and submit a written recommendation to their Director/Assistant Director General for consideration. This submission should include the Standard Agreement and in particular all aspects of the Schedule (section 4) to the agreement should be completed;
  • The Director/Assistant Director General will consider the recommendation and make a proposal to the Director General;
  • The Director General will make a decision regarding the proposal;
  • If access is granted by the Director General, the Standard Agreement and the Declaration of Secrecy shall be issued to the applicant(s);
  • The applicant(s) must sign both the Standard Agreement and the Declaration of Secrecy (one for each applicant if multiple applicants) and return them to the CSO;
  • On receipt of the signed Standard Agreement and the Declaration of Secrecy, the Director General (or a senior staff member of the Office authorised by the Director General to do so under section 15(1) of the Statistics Act, 1993) will sign the Certificate of Appointment as an Officer of Statistics ;
  • The RMF will only be provided once the researcher(s) has
    • Been appointed an Officer of Statistics
    • and
    • Signed the Declaration of Secrecyand
    • Formally agreed to abide by the RMF Standard Agreement
